08-05-1982 Regular MeetingCITY OF CLERMONT PLANNING AND ZONING COMMISSION MINUTES October 5, 1982 This meeting of the Planning and Zoning Commission was called to order by Chairman Jack Sargent at 7:35 p.m. on Tuesday, October 5, 1982 in the City Manager's Office. The Invocation was offered by the Chairman. ROLL CALL. Present: Albert Fogle, Nick Jones, Jack Sargent, Russell Wagner and J~e~ Washuta. Absent: Henry Czech, Adelbert Evans and Bob Thompson. MINUTES of the previous meeting held August 3, 1982 were approved as presented upon a motion by Nick Jones, seconded by Russell Wagner. CONDITIONAL USE PERMIT REINSTATEMENT. Mr. Ken Norquist had petitioned the Commission for reinstatement of the Conditional Use Permit granted in May for 980 West Desoto Street. The dead- line for signing it had passed. A motion was made by Albert Fogle, seconded by Joe Washuta and unanimously approved to allow the reinstatement of the C.U.P. for 980 West Desoto Street. CONDITIONAL USE PERMIT for Affordable Housing, Limited to allow construction of 34 dwelling units in duplex buildings at the northeast corner of Pitt Street and Highway 27, to be known as the Sunny Hill Project. Alan McNair represented Affordable Housing. The concensus of the Commission was that the project is much needed and can only be considered an improvement to the community. In answer to questions from members, Mr. McNair stated that core borings for soil density are part of the standard procedure for this type of project; that approval has been given by the Lake County Pollution Control Board to the plans for this development; that there will be an on-site manager; and that the plans include playgrounds and landscaping. A motion was made by Nick Jones, seconded by Joe Washuta, and approved by unanimous vote to recommend to City Council that this C.U.P. be granted, subject to the following conditions: 1. The property shall be developed in accordance with the site plan. 2. No parking shall be allowed on Pitt Street. 3. No further expansion of the use or additions to these buildings shall be permitted except as ap- proved by another Conditional Use Permit. 4. All applicable rules and regulations shall be met, including final site plan approval, landscaping, parking and sign regulations.. 5. This property shall be used only as a multiple fam- • ily development with a total of 34 dwelling units. No other use can be conducted from this development. This C.U.P. shall inure to the benefit of, and shall constitute a covenant running with the land, and the purpose, terms and conditions contained herein shall be binding upon any sucessor and his interest hereto. 6. The final Certificate of Occupancy cannot be issued until all of the above conditions have been met. 7. This permit shall expire if construction has not begun within one year of the date of this C.U.P. PLANNING AND ZONING COMMISSION October 5, 1982 • Page two 8. If any of the above conditions is violated, the ap- plicant understands and agrees that the City may revoke this C.U.P. by resolution. A short discussion resulted in a request that a review of the Sign Ordinance section .allowing 32 square foot signs in residential zones be placed on the agenda for the November meet- ing.
