MINUTES
PLANNING AND ZONING COMMISSION
June 1, 1982
This meeting of the Planning and Zoning Commission was called
to order by Chairman John Sargent at 7:30 p.m. on Tuesday, June i,
1982 in the City Council Chambers. Nick Jones presented the invocation.
ROLL CALL. Present: Henry Czech, Adelbert Evans, Albert Fogle,
Nick Jones, Louise Relyea, Chairman Jack Sargent, and Bob Thompson.
Absent: P.ussell Wagner and Joe Z. Washuta.
MINUTES of the meeting of May 4, 1982 were approved with ane
correction.
REZONING REQUEST. Mrs. Sue Mecanick had requested that Mrs.
Clara Freeman's property at 431 West Highway 50 be rezoned from R-3
Residential/Professional to C-1 Light Commercial. This property on
Lots 3 and 5, Block 44, City Blocks, is the only R-3 district in a
zone classified C-1. After a brief discussion, Mrs. Relyea moved
that it be recommended that City Council rezone this property from
R-3 to C-l. The motion was seconded by Mr. Evans and received a
unanimous vote.
GROUND SIGNS. Commission member Nick Jones had requested that
a discussion of the City's ordinance treating ground signs be placed
on the agenda. He stated that the sign he wishes to use is a subtle,
unobtrusive sign, and that Section 26-60 (c) of the sign ordinance
was written to control billboard and flashing signs. He questioned
the requirement for certain ground signs to be half the distance of
the front yard setback from the right-of-way, since, in his situation,
the sign would be in the center of the parking area.
After lengthy discussion, during which D4r. Czech pointed out
that the problem is of Mr. Jones' own creation and that the Ordinance
should be adhered to, a motion was made by Mr. Thompson and seconded
by Mrs. Relyea that the Commission take Section 26-60 (c) of the Sign
Ordinance under consideration at its next meeting. The following
members voted yea: Czech, Fogle, Jones, Relyea, Sargent, and Thompson.
Mr. Evans voted nay.
