03-02-1982 Regular MeetingCITY OF CLERMONT PLANNING AND ZONING CO'_"INIISSION MINUTES Tuesday, March 2, 1982 This meeting of the Planning and Zoning Commission was called to order by Chairman Jack Sargent on Tuesday, March 2, 1982 at 7:30 p.m. in the City Council Chambers. Mr. Sargent presented the Invocation. ROLL CALL. Present: Henry Czech, Adelbert Evans, Albert Fogle, Nick Jones, Louise Relyea, Chairman Jack Sargent, Bob Thomp- son, Russell Wagner, and Joe Z. Washuta. Absent: None. MINUTES of the meeting of February 2, 1982 were approved as amended by the deletion of the word "coming" from the last line. CONDITIONAL USE PERMIT. Mr. Andrew Morris had requested a Conditional Use Permit to allow the expansion of a nonconforming use, a duplex in an area zoned R-1-A Single Family, by the addition of a room of 125 square feet to his home at 610 Lake Shore Drive. Attorney Dennis Horton represented Mr. Morris. He suggested that such expansion would not be detrimental to the area, and that an unnecessary hardship would be imposed upon Mr. Morris if he were not permitted to improve his property to bring it to the neighbor- hood standards. Mr. Jones asked if there had been any objection from adjacent property owners. There had not. A motion was made by Mrs. Relyea and seconded by Mr. Wagner that the Commission recommend to City Council that the Conditional Use Permit be granted for the improvement, subject to the following conditions: 1. That the property be developed in accordance with the attached site plan, including the brick face of the building. 2. That this permit shall expire if construction has not begun within one year of the date of this Conditional Use Permit. 3. Any further construction or expansion must be approved by a Conditional Use Permit. 4. A Certificate of Occupancy shall not be issued until all the above conditions are met. Mr. Evans abstained from voting. The motion was passed by unan- imous vote of the remaining members. EAST CENTRAL FLORIDA REGIONAL PLANNING COb2NIISSION. Mr. Jones informed the Commission of projects before the ECFRPC which will have area-wide impact, and invited Planning and Zoning Commission- ers to attend these meetings.
