PLANNING AND ZONING
MINUTES
February 2, 1982
This meeting of the Planning and Zoning Commission
was called to order by Vice Chairman Henry Czech at 7:30 p.m.
on Tuesday, February 2, 1982 in the City Council Chambers.
The invocation was offered by Jack Sargent.
ROLL CALL. Present: Bob Thompson, Adelbert Evans,
Albert Fogle, Henry Czech, Russell Wagner, Joe Washuta, Louise
Relyea, and Jack Sargent.
Absent: Nick Jones.
• MINUTES of the meeting of January 5, 1982 were
approved as presented.
NEW MEMBERS of the Commission Russell Wagner and
Joe Washuta were introduced.
ELECTION OF OFFICERS. Jack Sargent was nominated
for the office of Chairman by Henry Czech. A motion was made
by Louise Relyea and seconded by Sob Thompson that a unanimous
ballot be cast. The motion passed unanimously.
Adelbert Evans nominated Henry Czech for the office
of Vice Chairman, and Bob Thompson seconded the nomination.
Louise Relyea was nominated by Joe Washuta for the same office,
with a second by Jack Sargent. Voting was as follows: for
Mr. Czech; Thompson, Evans, Fogle and Czech. For Pers. Relyea;
Washuta, Sargent and Relyea. Abstaining; Wagner. Henry Czech
was elected by a four to three vote.
BYLAWS. The City Manager discussed the bylaws of
the Commission and stressed the importance of attendance at
meetings.
TRUCK AND TRAILER PARKING. City Manager George
Forbes explained the need for revisions in Sec. 23-9 of the
City Ordinance which regulates truck and trailer parking in
residential areas. It was suggested that a temporary park-
ing privilege be granted to vehicles between 15,000 and
20,000 pounds GVW because citrus grove vehicles may fall into
this category.
A motion was made by P4r. Evans and seconded by Mr.
Czech that the limit be set at 15,000 pounds nominal GVW for
parking in residential areas designated R-1-A, R-1, R-2, and
R-3, and that vehicles above 20,000 pounds GVW be prohibited
from parking in these areas. Vehicles between 15,000 and
20,000 pounds nominal GVW may be parked on a temporary basis
with prior permission of the City Manager. After much dis-
cussion, the motion passed by unanimous vote.
D4r. Sargent requested that the parking of truck
trailers across from Jaycee Beach be investigated.
. WATER CRISIS. Per. Evans gave an illustrated talk
on the seriousness of the water shortage in Central
Florida.
