09-05-1978 Regular MeetingPLANNING AND ZONING COMMISSION A meeting of the Planning & Zoning Commission was held in the Council Chambers on Tuesday, September 5, 1978. The meeting was called to order at 7:30 P.M. by Chairwoman Ray with the following members present: Mrs. L. Cook, and the Messrs. Czech, Blackburn, Meginley, Sargent, Jones and Sullivan. City officials present were: City Manager Tiffany, City Attorney Baird, Planning and Zoning Technician Caplan, and Councilman Lester Cole. Others present were: Mrs. Louise Relyea, Mrs. J. Smith, Miss Ginny Ray, and Messrs. Knight, Morrison, and Thorne. The invocation was given by Chairwoman Ray. The Minutes of the meeting held July 5, 1978 were approved as written. COMPREHENSIVE PLAN IMPLEMENTATION GUIDE Having advised that the first four elements of the Comprehensive Plan (Housing, Land Use, Recreation/Open Space, and Transportation) were now being reviewed by regulatory agencies as required by the Local Government Comprehensive Planning Act, City Manager Tiffany presented an outline of various studies that will be required to implement key proposals of these plan elements. A copy of this outline is attached hereto. City Manager Tiffany further suggested that the first study be concentrated on permitted and conditional uses for the various zoning districts - particularly commercial and industrial areas with consideration of establishing new zoning classifications for the Central Business District and highway commercial. Following a review of the basic studies, committee appointments were made. (See attachment for committee appointments.) SUBDIVISION ORDINANCE REVISIONS City Manager Tiffany presented the proposed Subdivision Ordinance as prepared by the Subdivision Committee with a great deal of technical assistance from City Engineer Springstead and Ben Blackburn, advising that several changes had been made in an attempt to allow the sub- divider and City more flexibility of design within the limits of good engineering practices, and that several policy and procedural changes had been made, the basic three being: (1) Two types of sub- division have been defined: a)Class I, those subdivisions that require no public improvements (such as new streets) for which the subdivision review process is simplified, and b) Class II all other subdivisions; (2) A fee has been added to cover the cost of the City Engineer reviewing improvement plans and conducting inspections, and (3) The subdivision process would be handled by an administrative committee, the Subdivision Advisory Committee, with appeals from the adopted standards to be heard by the City Council. Following an extensive review of the proposed ordinance, in which several amendments and corrections were made, motion was made by Mr. Sargent, seconded by Mr. Jones and unanimously carried that the pro- posed ordinance, as amended, be recommended to the City Council for adoption. LANDSCAPE PLAN Landscape Architect Joe Knight presented the proposed "Clermont Greenscape Landscape Plan" which was prepared by him under the • direction and guidance of the Community Appearance Standards Com- mittee. Mr. Knight reviewed the plan in whole advising that it was based on a survey assessment of existing characteristics and limitations. Discussion followed regarding landscaping priorities, development of a commercial landscaping concept, distribution of the plan by various community groups in the City, and a review of the relationship between the existing landscaping ordinance and the "Clermont Greenscape Plan". Following this discussion, motion was made by Chairwoman Ray, seconded by Mr. Sargent and unanimously carried that the Plan be forwarded to the City Council as a report. CUP REQUEST - MR. RAZZ BOWEN Inasmuch as Mr. Razz Bowen was not present to advise of his CUP request to use an existing building for the repair and sale of cars, motion was made by Mr. Jones, seconded by Mrs. Cook and unanimously carried that the public hearing be tabled until the next regular meeting.
