A meeting of the Planning and Zoning Commission was held in the Council
Chambers on Tuesday, June 6, 1978. The meeting was called to order at
7:30 P.M. by Chairwoman Ray with the following members present: Messrs.
Sargent, Ogden, Thompson, Czech, Meginley, Blackburn, and Jones. City
officials present were City Manager Tiffany, City Attorney Baird, and
Planning & Zoning Technician Caplan. Others present were: Mesdames
Smith, Kimball, Logan, Green, Washington, Benson and Hunt; Messrs. Smith
Searles, Judy, Parrish, Earls, Scott, F. Lyons, and R. Lyons; Mr. & Mrs.
__• A. Pitman, Mr. & Mrs. R. Tanney, Mr. & Mrs. C. Tillis.
The invocation was given by Chairwoman Ray.
The Minutes of the meeting held April 4, 1978 were approved as written.
REZONING REQUEST - MR. ALFRED EARLS

Mr. Alfred Earls appeared before the Commission and requested that
his rezoning request for Lots 1-5 and 7, Block 7, be tabled until
the July meeting. Motion was made by Mr. Czech, seconded by Mr.
Blackburn and unanimously carried that the request be tabled until
the next regular meeting of the Commission to be held on Wednesday,
July 5.
REZONING REQUEST - f~1RS. SADIS TILLIS
Mrs. Sadie Tillis appeared before the Commission and requested
that her rezoning request for lots 1-7, Block 27 be withdrawn.
Motion was made by Mr. Sargent, seconded by Mr. Meginley and
unanimously carried that the request be withdrawn.
COMMUNITY APPEARANCE STANDARDS COMMITTEE
Mr. Meginley reported that the Community Appearance Standards
Committee had met on June 1 to review the proposed landscape plan
with Architect Joe Knight, and revisions to the plan were now under
way. He further reported that it was the intention of his committe
to introduce a Landscape Development Plan and Implementation Plan
concurrently for P&Z review and subsequent Council consideration.
SUBDIVISION ORDINANCE REVIEW
City Manager Tiffany reported that the review of the Subdivision
Ordinance was nearly completed; and That the draft review of the
ordinance would be submitted to the Subdivision Committee for its
review, possible in August.
SECTION 26-61 REDRAFT
City Manager Tiffany presented a proposed ordinance revising
Section 26-61 in order to include corner lots in the front yard
setback exception rule, as owners of corner lots must now apply
for a variance to conform to the established setback under current
regulations.
Following discussion, motion was made by Mr. Blackburn, seconded
by Mr. Thompson and unanimously carried that the proposed ordinance
be recommended to the City Council for their adoption.
COMMENTS BY VISITORS
Mrs. Sadie Tillis requested that the Commission consider replacing
the street lights along Highway 50 in the 4th Street area as they
were removed from this location several years ago inasmuch as this
would be a deterrent to crime. City h1anager Tiffany reported that
the City's street light study was continuing.
Mr. Phil Searles suggested that on CUP requests, a specific compli-
ance schedule be made a part of the permit. The Commission agreed.
The meeting was adjourned at 8:00 P.M.
