06-19-1984 Workshop MeetingCITY OF CLERMONT MINUTES PLANNING AND ZONING COMMISSION WORKSHOP MEETING June 19 , ,l 9 8 4 The meeting was called to order at 4:15 p.m. in the City Hall conference room by Chairman Sargent. Present were members Jack Sargent, Pat Parker and Adelbert Evans. Absent were Henry Czech, Debbie Gaines, Marie McKinney, James Shepherd, Nick Jones and Bob Thompson. It was explained that the purpose of this meeting was to review the Electric Utility; Sanitary Sewer, Potable Water, Drainage and Solid Waste; Intergovernmental Coordination and Economic Feasibility Elements of the Comprehensive Plan. Adelbert Evans gave a status report on the Conservation Element, which he is rewriting. He stated that he has divided this element into three sections. There was a discussion on scientific data, air pollution, and the correct way to write the Plan. After this discussion the following Comprehensive Plan elements were reviewed: Electric Utilities It was the consensus of the Commission that the Electric Utili- ties element needs to be completely updated, since all the statistics in the report are based on Florida Power's 1978 ten year site plan. This report is no longer current, and all information should now be based on Florida Power's 1983 ten year site plan. Data in the 1983 plan was discussed, including the fact that there are presently no plans to construct a generating plant in west Volusia County. There is also no point in builders writing letters request- ing a guarantee of power service, since no such guarantees could be made. Chairman Sargent stated that he would like to see reference to the fact that Florida Power is tied into the National Grid System and with Sumter Electric mentioned in the report. The City of Clermont's emergency generating capacity was also dis- cussed. Sanitary Sewer, Potable Water,_Solid Waste, Drainage It was the consensus of the Commission that this element must be totally rewritten because it is completely out-of-date, due to the progress the City has made in these areas. The City has spent 1.7 million dollars completely upgrading the water system and these improvements and statistics must be updated in the Potable Water section. Data included in the City Engineer's 1979 Water System Study should be included. The consensus of the members was that the Sanitary Sewer section must be totally rewritten and updated to reflect improve- ments made in the sewer system, such as the new sprayfield and utilization of the chemical Odophos. The statistics in this section must also be updated and an explanation of the City's 201 Plan, proposed expansion of the Treatment Plant, and City Engineer's Master Sewer Study included. Statistics in the Solid Waste section must also be updated and include the fact that the City no longer takes its trash to the Log House landfill, but to Astatula. CITY OF CLERMONT MINUTES PLANNING AND ZONING COMMISSION WORKSHOP MEETING June 19, 1984 The Drainage section must be totally rewritten, and more detailed explanations given on where storm drainage problems exist in Clermont; what Federal, State and local regulations control drainage; and an explanation of how to correct current storm drainage problems. Intergovernmental Coordination . This element was briefly reviewed and found to be adequate. Chairman Sargent led a discussion on the importance of taking this element seriously, and explained that in the future it may be just as important to coordinate with Orange County as with Lake County. Economic Feasibility The consensus of the Commission was that this element must be totally revised to include updated budgetary and. financial statistics and detailed recommendations on financial policies. There was a brief discussion on the timetable for completing these revisions and the report that is due in September.
