PLANNING AND ZONING COMMISSION
WORKSHOP MEETING
May 15, 1984
The meeting was called to order at 4:10 p.m. in the City Hall Confer-
ence Room by Chairman Sargent. Present were members Jack Sargent,
Nick Jones, William McKinney, Pat Parker, Adelbert Evans and Henry
Czech. Absent members were Debbie Gaines, James Shepherd and Bob
Thompson.
• It was explained that the ur ose of this meetin was to r

Housing, Transportation, Recreation and Conservation elements of the
Comprehensive Plan. These elements were each reviewed as follows:
HOUSING ELEMENT. The goals and objectives of the Housing Element
were briefly reviewed. While there were no objections to the
objectives of this element, the consensus of the Commission was that
it should be completely rewritten to include more data. The element
should include updated housing, population, employment and other
analyses necessary to evaluate the goals and objectives of the Plan.
The City Manager was directed to have typed a draft including
this material as a minimum.
TRANSPORTATION ELEMENT. The goals and objectives of this one-page
element were reviewed, and the consensus of the members was that it
is totally inadequate. The Transportation element should be com-
pletely rewritten to include an analysis of our existing transpor-
tation system, traffic volume and projections, and maps, including
a transportation plan and plan of action. A tentative plan of action
was briefly reviewed. Chairman Sargent expressed concern that the
plan should consider the redesigning of the intersection of Highways
50 and 27 and include a collector street from South Lakeshore Drive
to Highway 27. The City Manager reviewed a proposed action plan which
would include as a minimum:
1. Rerouting traffic. The City of Clermont should request the
rerouting of S.R. 561 from its present location through Cler-
mont and Minneola to run along U.S. 27 to Highway 50 and
then West to Twelfth Street and South along the present
route of 561. This action would help curtail the amount of
truck traffic using the existing route through Clermont and
and Minneola.
2. Extension of existing streets.
A. The City of Clermont should extend Minneola Avenue from
Second. Street to East Avenue to provide direct access
to the Central Business District from East Avenue.
B. The City of Clermont should extend Bloxam Avenue from
Pitt Street north to the city limits. Similarly, the
City of Minneola should extend Bloxam Avenue from the
present city limits to Highway 27. The extension of
Bloxam Avenue would serve as a north/south collector
to meet the transportation needs of the future popu-
lation in both norheast Clermont and Minneola and
supply an alternative local route to U.S. 27 between
the cities.
C. The City of Clermont should request the County to
extend Anderson Hill Road from Lakeshore Drive to
U.S. 27 to help alleviate traffic congestion on Lake-
shore Drive.

3. Improvement of existing streets.
A. The City of Clermont should upgrade Minnehaha Avenue
to collector status from U.S. 27 to Fifth Street to
serve as an east-west corridor in the southeastern
section of the City. In conjunction with this change,
Fifth Street should also be upgraded to collector
status.
B. The City of Clermont should widen East Avenue south
of Minnehaha Avenue, as needed to serve the trans-
portation needs of the residents of South Clermont.
C. The City of Clermont should request that Twelfth Street
(S.R. 561A) north of S.R. 50 be improved as traffic
conditions warrant. Such action would provide for a
more efficient flow of traffic in the northwest part
of the City.
D. The City of Clermont should upgrade Pitt Street to
collector status from Bloxam Avenue east to Grand
Highway to facilitate access to U.S. 27 and S.R. 50
by the residents of East Clermont.
E. The City of Clermont should upgrade Grand Highway to
collector status from U.S. 27 south to S.R. 50 to
facilitate access to U.S. 27 and S.R. 50 to residents
of East Clermont.
The City Manager was directed to revise and rewrite the Transportation
Element for the Commission's review, including the above mentioned
material as a minimum.
RECREATION AND OPEN SPACE. The Recreation Element was reviewed and
found to be satisfactory. The many improvments made in our Parks and
Recreaton activities since the Comprehensive Plan was adopted were
briefly discussed. In addition, the City Manager recommended that:
A. Under Distribution and Acquisition, item 3, a sentence be
added as follows: "consideration should be given to all types
of uses and ages, and appropriate surveys completed to
determine needs."
B. In the section titled Financing and Implementation a sentence
be added stating "A Parks and Recreation Capital Improvement
• Plan should be implemented."
The consensus of the Commission was that these changes should be made.
CONSERVATION ELEMENT. The Conservation Element was reviewed and the
following changes discussed:
A. In the section titled Water Resources a sentence should be
added as follows: "Man-made improvements such as road
systems can also hinder the flow of water from Big and Little
Creeks to the Clermont chain of lakes."

B. Under Objective 2 Protectin Lake Count 's Water Resources
a Policy 8 should be added to read: "The City should work
with the County to implement the recommendations of the
Upper Palatlakaha Study. Many man-made improvements, such
as roads or dikes, are impeding the flow of water from the
headwaters into the Clermont chain of lakes. These prob-
lems must be corrected and reversed."
C. The section titled Environmentally Sensitive Areas was
discussed in detail. No one present had seen the reports
of the Lake County Resources Advisory Committee mentioned
in the Comprehensive Plan. The members agreed that these
reports should be found and reviewed.
It was discussed that areas on steep slopes and lakeshore property
should also be considered environmentally sensitive.

All Planning and Zoning Commission members are to review the Electric,
Intergovernmental Coordination, Economic Feasibility and Sanitary
Sewer, Potable Water, Drainage and Solid Waste Elements for the next
workshop, which will be held at 4:00 p.m. in the City Hall Conference
Room on Tuesday, June 19, 1984.
Chairman Sargent also recommended that all revised pages prepared by
the City staff should be labeled as such with the date of revision.
The meeting adjourned at 5:15 p.m.
