08-30-1983 Workshop MeetingCITY OF CLERMONT MINUTES WORKSHOP MEETING PLANNING AND ZONING COMMISSION August 30, 1983 A Workshop Meeting of the Planning and Zoning Commission was held on Tuesday, August 30, 1983. Chairman Jack Sargent called the meeting to order at 7:00 p.m. with the following Commission Members present: Mrs. Parker, Mr. Thompson, Mr. Evans, Mr. Czech, and Mrs. Gaines. Absent: Mr. Fogle, Mrs. Cole, and Mr. Jones. City Manager Forbes was also present. The City Manager explained that the"purpose of this meeting was to review the seven items that will be on the Planning and Zoning Com- mission's agenda for the Regular Meeting of September 6, 1983. He explained that due to the magnitude of the agenda, the review was needed one week ahead of time, and strongly recommended that each member go out and visit the various sites. CONDITIONAL USE PERMIT REQUEST - BLUE GOOSE PACKING HOUSE. The Conditional Use Permit (CUP) of the Blue Goose Packing House was discussed. It was explained that they wished to expand the citrus processing plant by adding a 30'x 60' building, zero feet from the lot line. Mr. Forbes explained that they were in a Catch 22 situa- tion since they could not put the building any farther north without encroaching on the City's sewer easement. They also can't move the building any farther south, and the existing building is already about 3' on railroad property. There was much discussion about the City's sewer easement, the industrial zone in this area and abutting uses, and the height of the new building. CONDITIONAL USE PERMIT REQUEST - JOSEPH Z. WASHUTA. The CUP requested by Mr. Washuta to renovate an existing office building into two apart- ments was discussed. There was much discussion as to where the building was actually located, and the City Manager stated that his main recom- mendation was that off street parking be provided for any apartments in a Central Business District. It was also discussed that the office building must be brought up to code for a dwelling unit. REZONING REQUEST BY JOE AND BETSY HEATH. This request was discussed for lots one, two, and three of Block 47. The applicants wish to rezone this property from R-2 to R-3. Mr. Forbes stated that one of the main things to look at when discussing the rezoning of a property was the City's Comprehensive Plan which sets standards for low, medium, and high density residential. The topography and odd shape of the lot, and lake front development were discussed. Members of the Commission pointed out that there were many beautiful trees on this property, and that the main uses in this area were single family, not multiple family. Members were urged to visit the site to view its steep slope and trees. CONDITIONAL USE PERMIT REQUEST - I.C.O., INC. This request was discussed in detail. This company has requested to build a ninety-two unit cluster home project on property north of the Grandview Apartments. There was much dicussion regarding the type of development, suitability of the site for the development, and the capability of the City's sewage treatment plant. It was also discussed that this was V.M. Grove property and it would have to be properly subdivided before a building permit could be issued for the development. CONDITIONAL USE PERMIT REQUEST - CHURCH OF THE NAZARENE. P & Z Members discussed the church's request for a CUP to expand the existing church building at 101 Grand Highway. It was discussed that since part of the side yard and drainage requirements would be on county property, the entire parcel owned by the church should be annexed into the City. Mr. Sargent stated that in his opinion, this application should not be processed until the entire parcel is annexed. It was discussed that this property was recently annexed and is located north of Highway 50 and east of Grand Highway. An aerial map showing the site was reviewed, and all members iscussed in detail the topography and lakefront property located within is parcel. The City Manager explained his concern that the property equested for C-2 development was not entirely suited for this use. He stated that he believed that the property which had been filled and fronted directly on Highway 50 was suitable for C-2 use, but he did not believe the entire parcel met the requirements of the City.
