PLANNING AND ZONING COMMISSION
MINUTES
July 5, 1983
This meeting of the Planning and Zoning Commission was called to
order at 7':35 p.m. on July 5, 1983 in the City Council Chambers by
Chairman Jack Sargent.
ROLL CALL. Present: Aurelia Cole, Henry Czech, Adelbert Evans, Nick
Jones, Chairman Jack Sargent and Bob Thompson. Absent: Albert Fogle,
Debbie Gaines and Pat Parker.
MINUTES of the meeting held June 7, 1983 were approved as presented.
The motion for approval was made by Mr. Czech and seconded by Mr.
Thompson.
CONDITIONAL USE PERMIT - FIRST BAPTIST CHURCH. Mr. Sargent reviewed
a request by the First Baptist Church to use the grassy areas of a
piece of property they recently purchased at 450 West Montrose
Street for parking, and the house on the property for possible class-
rooms. No one representing the church was in attendance.
Discussion concerned the fact that the house appears to be substand-
ard and would need to be brought up to Code if it is to be used for
classrooms. Mr. Czech expressed concern that the letter accompanying
the request states that decisions have not been made whether to use
the house for classrooms or tear it down, and Mr. Evans stated that
because of these conflicts he felt no action should be taken. Mr.
Jones' feeling was that anything done to the property would be an
improvement.
It was suggested that the matter be dealt with in two parts and the
parking be granted at this time, but that the part of the request
concerning the house be dealt with at such time as clarification of
intent is made.
A motion was made by Mr. Evans, seconded by Mr. Czech and defeated
by a tie vote THAT BECAUSE OF THE VAGUENESS OF THE LETTER AND THE
FACT THAT NO ONE FROM THE CHURCH WAS AVAILABLE TO ANSWER QUESTIONS,
THE MATTER BE TABLED UNTIL THE AUGUST MEETING WHEN AN INTELLIGENT
RECOMMENDATION CAN BE MADE TO COUNCIL. Voting was as follows:
Aye; Czech, Evans and Jones. Nay; Sargent, Cole and Thompson.
A discussion followed concerning whether tabling the matter was the
right way to handle the request, and Mr. Evans again made the same
motion: THAT BECAUSE OF THE VAGUENESS OF THE LETTER AND THE FACT THAT
NO ONE FROM THE CHURCH WAS AVAILABLE TO ANSWER QUESTIONS, THE MATTER
BE TABLED UNTIL THE AUGUST MEETING WHEN AN INTELLIGENT RECOMMEND-
ATION CAN BE MADE TO COUNCIL. Mr. Czech seconded the motion and
it was unanimously approved.
The meeting adjourned to a training session conducted by Nick Jones
at 8:10 p.m.
