03-01-1977 Regular MeetingP & Z COMMISSION MEETING
A meeting of the Planning and Zoning Commission was held in the
Council Chambers on Tuesday, March 1, 1977. The meeting was called
to order at 7:35 P.M. by Vice Chairman Henry Czech with the
following members present: Messrs. Sargent, Meginley, Sullivan,
and Ogden. City officials present were: City Manager Tiffany
and City Attorney Baird. Others present were: Messrs. Searles,
Williams, Fagan, Folk, King, Songer and Swann. Also present
was a representative group of residents and businessmen from the
Transition Zones as follows: Mr. and Mrs. Francis J. Luke, Mr.
and Mrs. L. Bumbalough, Ms. Lucille Wright, Ms. Onetha Wright,
Mrs. Genette Sliger, Mrs. Rosa McCall and Messrs. A. D. Hunt,
R. E. Kirkland, James M. Johnson, Tom Gamble, Allen Hicks, John
Lynn, Robert Allison and Jake Lucas.
The Invocation was given by Vice Chairman Czech.
The minutes of the meeting held February 1, 1977 were approved
as written.
At this time Vice Chairman Czech adjourned the meeting to a
Workshop Session to discuss zoning of the Transition Zones.
Chairwoman Ray arrived during the work session and took the
Chair. Mr. Jones also arrived during the workshop session.
Following discussion of the zoning for the transition zones,
Chairwoman Ray called the regular commission meeting to order at
8:35 P.M.
Chairwoman Ray welcomed Mr. H. James Meginley to the commission
and expressed appreciation for his willingness to serve, and
at this time approinted him to the Planning Sub Committee.
PUBLIC HEARING
The Planning and Zoning Commission considered a request
of Richard R. Swann, Trustee, for rezoning a portion of
property in Minnehaha Shores, from its present C-2, R-lA
and R-3A zoning to R-1 zoning. Mr. Richard Swann ap-
peared before the Commission to request this rezoning of
a 15.4 acre tract (the middle third of a tract of land in
Minnehaha Shores) South of the Chain-O-Lakes Subdivision
for development of a subdivision. Mr. Swann stated he
was only interested in the rezoning of this middle third
which must be developed under an agreement between the
present and former owners. Following a lengthy discussion
on appropriateness of R-1 zoning for the area, Chairwoman
Ray expressed her opposition to rezining of the R-lA
portion of the property. Motion was made by Mr. Jones,
seconded by Mr. Meginley and carried that recommendation
be made to the City Council that the portion of the property
now zoned R-lA remain R-lA and that the portions zoned
R-3A and C-2 be rezoned to R-1 zoning.
SUBDIVISION REGULATIONS
A meeting of the Subdivision Committee will be set by the
Chairman to discuss changes in the ordinance. Councilman
Blackburn, who has considerable experience in subdivision
work, will meet with the committee.
PLANNING SUB COMMITTEE
The Planning Sub Committee will meet Tuesday, March 8 at
3 P.M. in the City Manager's office to further discuss
the transition zones, including restrictions on non-
conforming residential areas. Suggestions and opinions were
solicited from the property owners in the Transition Zones.
The meeting was adjourned at 9:50 P.M.
