A meeting of the Planning and Zoning Commission was held in the Council Chambers
on Tuesday, January 4, 1977. The meeting was called to order at 7:30 P. M.
by Chairwoman Ray with the following members present: Messrs. Sargent, Norquist,
Knowles, Czech and Sullivan. City officials present were: Mayor Smoak, City
Manager Tiffany, City Attorney Baird and Building Official Nagel. Others
present were Messrs. Wayne Smoak and Mike Welsh.
The Invocation was given by Chairwoman Ray.
The minutes of the meeting held on December 7, 1976 were approved as written.
PRESENTATION OF CERTIFICATES
On behalf of the City Council and the people of Clermont, Mayor
Smoak presented each member of the P&Z Commission with a "Certificate
of Appreciation" for the efforts, time and engeries expended by
them in serving on this Commission. Chairwoman Ray, on behalf
of the Commission members, thanked Mayor Smoak for the certificates
and words of appreciation.
PUBLIC HEARING
Since there was not one present to represent Mr. Richard H.
Langley on his requests for rezoning the South 23 feet of Lot 251,
all of Lot 252, Clermont Heights, from its present R-2 zoning to
R-3 zoning and for a Conditional Use Permit for construction of
a Professional Office on the property, motion was made by Mr.
Norquist, seconded by Mr. Sargent, and unanimously carried, that
the Public Hearing be continued until the February 1, 1977 meeting
of the P & Z Commission, and. that Mr. Langley be requested to have
a representative present.
COMMISSION FUNCTIONS
City Manager Tiffany advised the Commission that the City Council
had asked him to recommend a policy statement to clarify the functions
of the P&Z Commission and that he solicited Commission members comments
on the following policy statement:
"The functions of the Clermont Planning and Zoning Commission are:
(1) to fulfill all functions given to it by ordinance, including
initiating and reviewing proposed zoning amendments, (2) to conduct
studies and to make recommendations to the City Council on subjects
referred to it by the Council, and (3) to serve as the Local Planning
Agency after adoption of the City's Comprehensive Plan under the
Local Governmental Comprehensive Planning Act. The City Manager serves
as staff to the Commission. Individual Commissioners, because of
their special knowledge of City Concerns, are encouraged to make
suggestions to City Council members or to the City Manager as appropriate
for the benefit of the City".
Commission members discussed this policy statement. City Manager
Tiffany said that he would recommend that City Council adopt the
policy statement at its next meeting.
TRANSITION ZONES
Mayor Smoak suggested that the Commission study the existing Transition
Zones in relation to their present and future status.
• Chairwoman Ray designated the Planning Subcommittee consisting of
Messrs. Sargent, Jones and Knowles to study the subject for commission
review at the next meeting.
