A meeting of the Planning and Zoning Commission was held in the Council
Chambers on Tuesday, September 7, 1976. The meeting was called to order
at 7:55 P. M. by Chairwoman Ray with the following members present: Mrs.
Laura Cook and Messrs. Sargent, Bones, Norquist and Knowles. City Officials
present were City Manager Tiffany and Building Official Nagel. Others
present were Miss Blanchard and Messrs. Hogue and Cockefair.

The Minutes of the meeting held on August 3, 1976 were approved as
written.
LOT COVERAGE DEFINITION
City Manager. Tiffany advised the commission that the City Council
twice last month considered the recommendation of the Planning
and Zoning Commission concerning the definition of Lot Coverage
and thought that the proposed definition was "too restrictive".
City Manager.Tiffany recommended that no further action be taken
on this matter by the Commission until specific direction is
received from City Council. Motion was made by Mr. Sargent,
seconded by Mr. Knowles and carried that the City Manager's
recommendation be accepted and no further action be taken on
the matter until a directive is received from the City Council.
STREET LIGHT SURVEY
Regarding the Street Light Survey, City Manager Tiffany reported
that a preliminary survey has been completed to determine where
additional street lights are needed and where some could be
removed. The next step will be to meet with Mr. Britt of Florida
Power to determine the net cost of the proposal and then to review
it with City Council.
CLASSIFICATION OF USE
The Commission considered the request of Mr. Gene Hogue for a
classification of use to allow him to operate a cabinet shop
in the vacant building at 730 Seventh Street, in a C-2 zoning
district. Cabinet shops are not an enumerated permitted use
in either C-2 or M-1 Districts (M-1 uses are permitted in C-2
districts in existing buildings). City Manager Tiffany stated
that it appears Mr. Hogue's use of this building is no more
obnoxious or detrimental to the district than seueral permitted
uses in either C-2 or M-1 and recommended that cabinet shops
be classified as a permitted use in M-1 districts, this allowing
Mr. Hogue to operate a cabinet shop in this existing C-2 building.
After a brief discussion, motion was made by Mr. Sargent,
seconded by Mrs. Cook and carried that recommendation be made to
City Council that cabinet shops be classified as permitted use in
M-1 districts, thus allowing Mr. Hogue to operate his business
in this existing C-2 building under Section 26.10.
MEMBERS COMMENTS
Mr. Sargent reported that last Thursday he had attended a
meeting of the Lake County Soil and Water Conservation District
in which federal, county and state agencies are involved and
that he thought the Commission and the City should be aware of
this group and take advantage of the services that they offer
• in soil tests of lands to be developed. City Manager Tiffany advised
this group has a close relationship with the Lake County Planning
Department and that the City will use their data in preparation
of the Comprehensive Plan.
The meeting was adjourned at 8:25 P. M. by Chairman Ray.
