07-06-1976 Regular MeetingMINUTES OF THE PLANNING AND ZONING COMMISSION
A meeting of the Planning and Zoning Commission was held in the Council Chambers
on Tuesday, July 6, 1976. The meeting was called to order at 7:30 P. M. by
Vice Chairman Czech with the following members present: Mrs. Laura Cook
and Messrs. Norquist, Sullivan, Knowles, Cunningham and Sargent. City Officials
present were City Manager Tiffany and City Attorney Baird.
The Invocation was given by Vice Chairman Czech.
• Vice Chairman Czech commented on a presentation given at a Lion's Club meeting
by Chairwoman Ray wherein she spoke on the P & Z Commissions' activities. He
stated that he was interested in her comments because he felt that the commission
is doing an outstanding job serving the City. He also referred to a letter
that he wrote to the City Council on January 8, 1976, commending the Commission.
DEFINITION OF LOT COVERAGE
City Manager Tiffany advised that on June 23 the Planning
Committee held a meeting in his office to discuss the definition
of Lot Coverage and recommended the following definition for
Commission consideration:
"Lot Coverage: That part or percentage of the lot occupied by
structures. Ground level structures may be exempted from
computation of lot coverage to that extent that they allow
rain water to permeate."
City Attorney Baird suggested that the words "Ground Level"
be deleted because this term is undefined in the Code.
After due discussion, motion was made by Mrs. Cook seconded by
Mr. Cunningham, and unanimously carried, that recommendation be
made to the City Council that the following definition of Lot
Coverage be considered:

occupied by structure. Structures may be exempted
from computation of lot coverage to that extent that
they allow rain water to permeate.
Reasons stated by the Commission for this recommendation were:
(1) To clarify and formally adopt the policy of including all
structures as defined by the Code in computation of lot
coverage; and
(2) To allow owners to more fully use their private property
(particularly for recreational uses, patios, driveways, and
other ground level structures) while recognizing and protecting
the public interest in allowing percolation of rain water.
STREET LIGHT SURVEY
Mr. Norquist stated that he had made a survey of several areas
throughout the city and that he felt the area most in need of street
lighting was Grand Highway between East Avenu'and Orange Hill
Subdvision. Mr. Sullivan brought attention to the area along
Pitt Street in the vicinity of the North side of Shady Nook Lake
and South side of East Lake, for lighting consideration since this
area is used by school children going to and from their homes
to school functions often after dark, and that a sidewalk!was
also needed in this area.
• City Manager Tiffany agreed that there are areas in the City where
lighting is needed, but pointed out that due to the tremendous rise
is cost of electricity the City Council their consideration of
the 1976=77 Budget was taking a very close look at ways and means
of cutting costs of electricity. He stated, however, that he intended
to do a comprehensive study of street lighting throughout the City
and would consider the above mentioned areas in that survey.
Mr. Sargent suggested that in view of the Manager's awareness
of the need for more street lighting that this subject be tabled
for a period of six months and then a review be made of what is
accomplished through the survey.
• STATUS REPORT
City Manger Tiffany advised that Ordinance 148C for zoning change
in the CBD had been introduced at the .June 24th Council meeting
and is in the procedure of publication and adoption: That City
Council had appointed a committee of five persons as liaison with
the County on the Comprehensive Planning Act and that he had been
appointed Chairman. He stated he would appreciate active parti-
cipation of Commission members in the way of comments and attendance
at meetings and that he would be reporting regularly to Council
and the P & Z Commission on Committee meetings.
SIGNS
Mention was made of the need to restore two rusty signs at the
entrance to the parking lot on Montrose Street (adjacent to
the Cantwell building) and at the entrance of the parking lot on
7th Street behind the beauty parlor.
COUNTY REGULATION OF ANNEXED TERRITORY
City Attorney Baird stated that the County Attorney advised that
upon petition by the City of Clermont the county would release
jurisdiction over annexed territory.
