10-01-1974 Regular MeetingPLANNING AND ZONING COMMISSION A meeting of the Planning and Zoning Commission was held in the Council Chambers on Tuesday, October 1, 1974. The meeting was called to order at 7:30 P. M. by Chairman Henry Czech with the following members present: Mesdames Ray and Wilkins and Messrs. Hovis, Seaver, Carden, Williams and Jones. City Officials present were Mayor Claude E. Smoak, Jr., City Manager Hopkins, City Controller Fleming, Director of Community Services Smythe and City Attorney Vason. Others present were Messrs. C. Beals and J. Sargent. The Invocation was given by Mrs. Ray. The Minutes of the meeting held on September 3, 1974, were approved as written. The first order of business was a Public Hearing to review the preliminary. plat and other required supplementary materials to determine compliance with applicable regulations of the proposed DICKSON SHORES SUBDIVISION according to Section 20-9 (E) of the City of Clermont Subdivision Ordinance. The Planning and Zoning Commission considered the preliminary plat on the on the proposed subdivision. Motion was made by Mr. Hovis, seconded by Mr. Carden, and carried, that the preliminary plat of Dickson Shores Sub- division be approved subject to the conditions as outlined in the City Manager's memo dated September 20, 1974, as follows: 1. The preliminary plat meets the design standards of the subdivision regulations. 2. The only public improvement necessary which must be provided by the developer is water service. In view of the limited extent to which water service improvements must be provided, the City agrees to make the installation at a cost of $1,474.00 payable in advance by the developer. 3. Section 20-19 (F) of the Subdivision Regulations provide for park and recreational sites. In view of the limited size of the proposed subdivision, it is recommended that the developer pay to the city a sum of money, equal to five (5) percent of the value of the gross area to be sub- divid, such money to be held in escrow and used by the City for the purpose of acquiring park and recreation areas and for no other purpose. Determination of the value of the gross area to be subdivided shall be the value of the land with public improvements and shall be determined jointly by the Council and the developer. The money is in lieu of the dedication of the land. 4. Easement shall be provided for six (6) inch water line from Lake Shore Drive to Settle Street. With regards to Central Business District - Setbacks and Parking - and upon the recommendation of City Manager Hopkins, Chairman Czech appointed a sub-committee consisting of Nick Jones, Chairman, Oakley Seaver and Mrs. Jane Wilkins to study the Central Business District as to setbacks and parking and come up with guidelines for implementation. The Commission considered certain changes to the zoning ordinances as they apply to political signs. Motion was made by Mr. Seaver, seconded by Mr. Hovis, and carried, that recommendation be made to City Council that the maximum size of political signs in the C-1, C-2 and M-1 and M-2 zoning districts be increased from 12 square feet to 32 feet. With regards to Planned Commercial District, the CP is a zoning district which allows for commercial development on a conditional basis. It was decided to schedule a work session for further discussion on the subject. At the recommendation of City Manager Hopkins, the Commission considered the present fee schedule as it relates to zoning and zoning related activities in order to adjust the fees to be more in line with the actual processing costs. Motion was made by Mr. Carden, seconded by Mr. Seaver, and carried that recommendation be made to City Council that the following Changes for fees relating to zoning and zoning related activites be approved: Variance $ Change of Zoning CUP (Home Occupation) Cluster, townhouse multiple family & commercial Site Plan Cup (Incl.
