04-02-1974 Regular MeetingPLANNING & ZONING CO?'2MISSION A meeting of the Planning and Zoning Commission was held in the Council Chambers on Tuesday, April 2, 1974. The meeting was called to order at 7:30 P. Vii. by chairman Czech with the following members present: Mrs. Ruth Alice Ray and !Messrs. A. E. Langley, R. Carden, F. Loomis, N. Jones and G. Hovis. City official present was Acting City Manager Robert E. Smythe. The *sinutes of the meeting held March 5, 1974 were approved as written. Chairman Czech briefly reviewed some responses received to the Public Notice published in the local Press inviting citizen participation in compiling a list of recommended priorities. This list will be reviewed by *tr. Czech and the City Manager and be reported upon at the next meeting. In a memo to the P & Z Commission, City r4anager Hopkins advised that since the zoning ordinance is unclear in that it does not specifically direct attention to child care centers in commercial districts, and since a child care center is commercial in nature and not more obnoxious or detrimental than other uses in the C-1 and C-2 districts, he recommended that child care centers be considered a permitted use in the C-1 and C-2 districts and that the commission so recommend to the City Council. The matter was discussed and motion was made by Mr. Hovis, seconded by r~sr. Langley and carried, that a recommendation be made to City Council that they consider a permitted use in the C-1 and C-2 zoning districts for child care. centers. Following further discussion, motion was made by Mrs. Ray, seconded by Mr. Carden and unanimously carried that a recommendation by made to City Council that Child Care Centers in the future be permitted in C-l, C-2 and R-3 zoning districts under a Condition LJse Permit. Mr. Hovis advised the Commission that Federal monies are available for bicycle routes and that he would like to see such routes implemented in the city. "~4r.
