A meeting of the Planning and Zoning Commission was held in the Council
Chambers on Tuesday, February 5, 1974. The meeting was called to order at
7:30 P. M. by Mr. Oakley Seaver, Vice Chairman, with the following members
present: Mrs. Ruth Alice Ray and Messrs. Hovis, Czech, Carden, Loomis
and Langley. City Official present was City Manager Hopkins.
The Invocation was given by Mrs. Ray.
Messrs. Carden and Loomis, new members to the Commission, were welcomed by
Mr. Seaver.
Mr. Seaver announced the first order of business was the election of a
Chairman for the ensuing year and that nominations were in order. Mr. Czech
nominated Mr. George Hovis. Mrs. Ray nominated Mr. Czech. There being no
further nominations, motion was made by Mrs. Ray, seconded by Mr. Langley,
and carried, that Mr. Czech be elected Chairman of the Commission for the
ensuing year.
Mr. Czech assumed his seat as Chairman of the Commission.
There was a correction to the Minutes of the meeting held on January 2, 1964
as follows: Item 5 under the recommendations for a CUP was corrected to
read "An office shall be maintained with water and sewer hookup on the Mobile
home sales site". Motion was made by Mr. Seaver, seconded by Mr. Hovis, and
carried that the minutes of the meeting held on January 2, 1974 be approved
as corrected.
City Manager Hopkins presented a list of items as follows to the Commission

Capital Improvements
Road Needs
Setbacks- Central Business District
General Development Plan ~
In 1968 Adley and Associates developed the General Development Plan, the zoning
ordinance and the official zoning map for the City of Clermont. Since that
time the official zoning map and the zoning ordinance have been changed but the
general development plan is as it was in 1968. The general development plan
should be reviewed from time to time and changes made as appropriate. It is
recommended that during the coming year the Planning and Zoning Commission review
the General Development Plan and make recommendations to the City Council for
any changes that are determined to be appropriate.
Capital Improvements
Each year as part of the budget process the City Council considers certain
capital improvements. Most of the recommendations for the capital improvement
program are brought to the attention of the City Council in the budget prepared
by the City Manager. For the past few years the capital improvements have been
determined on a year to year basis. In order to provide additional input
and to establish a greater continuity from year to year it is hoped that a
five year capital improvement program can be developed. This program will be
updated annually. It is recommended that the Planning and~:Zoning Commission
in cooperation with the City Manager develop a capital improvement program
which can be recommended to the City Council. As the budget is prepared
the Council can take into consideration the long range program in making
determinations for annual allocations for capital improvements.
Road Meeds
Section 334.21 Florida Statutes requires each municipality responsible for
construction of maintenance of roads and streets to submit to the appropriate
district engineer of the Department of Transportation a plan of work for
the construction and maintenance of roads and steets within its jurisdiction,
listing the estimated amounts to be expended on each project during the
budget year. This plan of work must be submitted to the DOT prior to ~l~~~uly
of each year. The plans should include all road improvements contemplated
for the next five years. The DOT budget year is 1 July to 30 June.
The plan must be approved by the governing body of the political subdivision
responsible for the construction and maintenance of the roads and streets.
In order to provide greater input as to needs it is recommended that the
Planning and Zoning Commission in cooperation with the City Manager develop
a plan which can be recommended to the City Council and ultimately submitted
to the Department of Transportation.
Setbacks - Central Business District
The zoning ordinance provides that construction in the central business district
does not have to conform to yard setbacks. This means that buildings can be
constructed to the property line. As a result, very little consideration is
given to green area and open space. In order to combat this problem and
eliminate the appears of solid concrete it is recommended that the Planning
and Zoning Commission give consideration to requiring certain setbacks in
the Central Business District. One thought is to require a 9 foot €r~nt setback
as well as a 9 foot side yard setback on corners abutting public right of way.
At a future meeting of the Planning and Zoning Commission a specific proposal
will be submitted.
