01-02-1974 Regular MeetingPLANNINV AND ZONING COMMISSION A meeting of the Planning and Zoning Commission was held in the Council Chambers on Tuesday, January 2, 1974. The meeting was called to order at 7:35 P. M. by Mr. Oakley Seaver, Vice Chairman , with the following members present: Mrs. Ruth Alice Ray and Messrs. R. Williams, N. Jones, A. E. Langley and George Hovis. City officials present were Councilmen Czech and City Manager Hopkins. Others present were Mildred Dollar, Secretary, and Messrs. Martin Gunn and David Hendel. The Invocation was given by Mrs. Ray. Motion was made by Mrs. Ray, seconded by Mr. Langley and carried that the minutes of the meeting held on November 6, 1973 be approved as written. Chairman Seaver announced the first order of business to be a Public Hearing to consider requests by H. G. G. S. Associates for rezoning from R-3 to C-2 the following described property: Begin at a point 770 feet North of the South Line of Govt Lot 7, Sec. 23-22-25 and 1092.68 feet West of the center line of 12th Street, thence 0 degrees O1' E 447.6' more or less, to the Southwesterly r -o -w line of State Road 50, thence N 66 degrees 24' W along said r -o -w line to the West line of Gov't Lot 6 Section 23-22-25 thence Southerly 1325 feet, thence Easterly to point of beginning LESS all the area lying West of the East shorelines of Lake Palatlakaha and the Palatlakaha River. and for a CUP for mobile home and travel trailer sales on a portion of the above described property. Following discussion, it was consensus of the commission that only a portion of the property should be rezoned to C-2 in order to retain the present R-3 zoning for the lake front portion of the property, whereupon motion was made by Mr. Jones, seconded by Mr. Williams, and carried, that recommendation be made to City Council that the zoning of the following described property be changed from the existing R-3 to C-2: Begin at a point being the NE corner of Lot 181, thence SE'ly along the common line of Lots 181 and 182 to the center of Lighthouse Lane, thence SW'ly and easterly along the centerline of Lighthouse Lane to the center of the cul-de-sac, thence easterly along a line parallel to SR 50 to a point being the SE corner of Lot 82, thence northerly along the easterly boundary of the property to the centerline of SR 50, thence westerly along the centerline of SR 50 to a point at the east shore of the Palatlakaha River, thence SW'ly along the east shorline of the Palatlakaha River to the POB On the request for a CUP, motion was made by Mr. Hovis, seconded by Mrs. Ray and carried, that recommendation be made to City Council to grant the CUP, subject to the following conditions: 1. There shall be a minimum distance of ten (10) feet between all points of displayed units. 2. There shall be a landscape buffer strip at least five (5) feet wide planted.along the side and rear property lines abutting the mobile home park. It shall be planted with trees and/or shrubs in such a manner as to provde opaque screening and shall be property maintained at a minimum height pf six (6) feet. The height of six (6) feet shall normally be reached within two (2) years from planting. 3. Display units will not be placed on permanent foundations. Display units must be anchored. While in display posture, wheels of display units shall be chokes?. 4. There shall be no storage underneath units 5. An office shall be maintained with water and sewer hookup 6. Any business other than that connected with selling mobile homes or travel trailers is prohibited. 7. All electrical service cables shall be underground. No extension cords shall be allowed for trailer service. 8 Off street parking shall be provided within the property lines of the area served and shall be of a hard surface; There shall be parking spaces provided equal to the number of spaces available for display units. 9. The display units shall be placed on a hard surface or a well maintained grassed surface. 10. The use cannot be expanded except as granted by the City Council under a Conditional Use Permit. 11. Must conform to all provisions of zoning and other applicable ordinances 12. The Conditional Use Permit is for display units only. If used for rental purposes, the rules for the remainder of the park shall apply. Motion was made by Mrs. Ray, seconded by Mr. Hovis, and carried, that inasmuch as Mr. Chris Giachetti has moved out of the City that recommendation be made to the Council that someone be appointed to replace him on the Planning and Zoning Commission. Following a review and discussion of the Landscape Ordinance as redrafted by City Manager Hopkins, motion was made by Mr. Hovis, seconded by Mr. Jones, that the adoption of the Landscape Ordinance, as amended, be recommended to the City Council. Upon roll call vote on passage of the motion the results were: Ayes: 5. Total Ayes: 5. Nayes: None. Abstaining: Langley. The motion carried. At the suggestion of Mr. Hovis, it was unanimously agreed upon by the Commission that a recommendation be made to the City Council to reappoint Mr. Henry Czech to the Planning and Zoning Commission.
