called to order at 7;30 P.'~'I, by Chairman Czech with the following

~iearing to consider a re._luest of Cler-View .Land Co., Ltd. for the
rezoning of the mast 125 feet of the following described z~roperty
from iZ-2 to C-2: The S 2G acres of Tract 34 lying t; of Highway
27, and all of Tracts 4~3, a9P., 50P., 50~~, 63 and 64 ir. Lake highlands
Sui~civision. Objections were voiced to this rezoning request ay
:~~Ir . and ~~1rs . S . Spooner and ! it . Frees Pemberton . 'Motion was made
by '•:ir. Os~ealt, seconded by "•Ir. Williams, and carried, that rec-
ommendation ue riad` to tiie City Council that tl-re a1;~ove request for
rezoning be denied.
It was tine recommendation of the Planning and Zoning Commission
that the City Ordinance :ue amended to provide for living units in
conjunction witlr;~usinesses in commercial districts.
City :.Tanager Hopkins requested a consensus as to the interpretation
of the zoning ordinance as it applies to substandard lots as building
sites - Section 2G-12 and Section 2h-60: The Commission was in
agreement with the City `Manager's interpretation of_ Sections•26-12
in that a building site must meet all zoning requirements (A building
site may consist of one or more legally defined lots under the
same ownership). To this end no building site may '`borrow`"
additional property from an abutting building site in order to make
a building site conforming to all the zoning requirements if the
action will reduce the abutting property in size so that lot width
or size of yards or lot area per family or any other requirements
is not maintained. (Section 2E-12). This would apply whether the
abutting propert;~ is improved or unimproved.
If a building site does not meet the minimum lot size requirements
and does not abut and parallel additional property under the same
ownership from which to borrow" property, then the building site
is considered substandard and may be used as a building site provided
the yard. requirements are met. (Section 26-50).
City Manager Hopkins and r7r. Sam '~Mazzotta of the La}e County Planning
Dept. gave a slide presentation on Planned Unit Developments showing
specifically the trend of curvilinear and cluster type developments
as compared to grid iron developments and the application of these
type of developments for acreage in Clermont. Following a discussion
session, motion was made by '~Sr. Jones that City ?4anager Hopkins be
directed to advertise Public Hearing to consider a change in the
zoning ordinance to allow for Planned I1nit Developments under a
conditional use permit. The motion was subsequently withdrawn.

The City Tanager was directed to prepare guidelines covering
Planned Unit Developments for consideration by the Planning
and Zoning Conunission at a work session.
_~Zr. ~Zazzotta announced that a Planning and Zoning Seminar is
planned to be held at Lake Sumter Junior College and that all
commission members will be advised of the scheduled dates.
Chairman Czech adjourned the meeting, stating that he felt it
had been a very worthwhile meeting.
