11-02-1971 Regular MeetingPLANNING AND ZONING COMMISSION MEETING
A meeting of the Planning and Zoning Commission was held on November 2, 1971 in the
Council Chambers. The meeting was called to order at 7:30 P.M. by Chairman
Czech with the following members present: Mesdames Allbright and Thomas and Messrs.
Wade, Seaver, Bratton and Winther. City officials present were: City Manager
Hopkins, Director of Community Services Smythe, Assistant Director of Community
Services Nagel, Mayor Smith, Councilman Beals and Controller Fleming. Mr. James
Watkins, Director of Lake County Planning Department was also present.
The Minutes of the meeting held on October 19, 1971 were approved as written.
Mr. Robert Wade was introduced as a new member of the Commission. Mr. Wade
was appointed to replace Mr. J. 0. Porter who resigned inasmuch as he moved
from the State.
There was no old business for discussion.
Mr. Czech stated that the new business to be discussed was amendments to the
present City Zoning Regulations. City Manager Hopkins explained that the review
was to have the commission come to an agreement on what changes were necessary
in the present zoning regulations, such as: are the present boundaries adequate,
should conditional use permits be utilized and if there is a need for additional
zones.
The Zoning Regulations were then reviewed zone by zone.
Under R1-A Zone the following suggestions were made:
Sections 2 and 4, Churches and Private and Public Schools to take a conditional
use permit.
Section 3, Accessory and Building structures to be subject to Site Plan Approval.
Section 5. Public and Semi-Public recreation facilities and Grounds - subject
to Conditional Use Permit.
Section 6 - Signs - to be covered by proposed sign ordinance.
Section 7, Electric transformer or gas regulator stations - subject to Conditional
Use Permit.
Section 8. Boathouses, Subject to site plan approval.
A discussion was held on requring one family dwellings of 1,500 square feet of
living area instead of the required 1,200 in R1-A Zone. No action was taken
on this matter.
In R1 Zone it was consensus of the commission that Section 3, Cluster Developments
should be deleted from this aone.
Section 8, Signs - to be covered by proposed sign ordinance
Section 9, Electric transformer or gas regulator stations to be subject to
Conditional Use Permits.
Section 10; Boathouses, subject to Site Plan Approval.
In R2 Zone the following suggestions were made:
Consideration be given to platting of lots of 75 feet instead of 50 feet in all
unplatted subdivisions.
Section 4 - Board and Rooming houses - to be deleted.
Sections 5 and 6, Cemeteries and Churches to be subject to Conditional Use Permit.
Section 7, Boathouses, subject to Site Plan Approval.
It was consensus of the commission that the City Manager prepare the conditions
for town houses in the R-2 Zone.
In Section R3 Zone:

After considerable discussion regarding apartment buildings, motion was made by
Mr. Winther, seconded by Mr. Bratton, and unanimously carried, that the City
Manager be directed to develop and present to the Commission areas in which
apartment houses can be built.
Mr. Watkins commented that he was very pleased to see the presence of
Councilmen at the commission meetings. He felt that their attendance at these
meetings gave them more preparation for the subjects when they came before the
Council.
