03-20-1970 Regular MeetingZONING AND PLANNING COMMISSION A Public Hearing, duly advertised, was held in the Municipal Court Room on Firday, March 20, 1970. The meeting was called to order at 7:30 P. M, by Chairman Martin Winther with the follotiring members present: Mesdames Betty Thomas and Joy Allbright and Messrs. James Porter, Oakley Seaver, Fred Lyon and Ray Douglass. Also present were: Mr, and Mrs. W. Boyd, Mr. and Mrs. Travis Cork, Mr. and Mrs. M. Angers, and Messrs. John McGowan, Edmund Amateis, W. B. McLean, John Fleming, Don E. Smith and M. Fowler. The hearing was held for the purpose of considering the following requests for rezoning submitted by Messrs. William Boyd and C. R. Keene. "Lots 3 and 4, Winona Bay, Clermont from the present R1-A to R-3 and Lot 3, Block 9, Sunnyside Unit, Clermont from the present R-2 to C-2 and begin 100 feet North of Lake Shore Drive on West side of Lake Avenue, run West to Lake, North to a point West of Southwest corner of Dazzling Sunset Subdivision, East to East side of Lake Avenue, South 210 feet, East 210 feet, North to Dazzling Sunset Subdivision, East to Dazzling Sunset Subdivision, East to Riviera Heights, Southerly along 4~est line of Subdivision to Lake Shore Drive, West to Lake Avenue, North 100 feet, West to point of beginning. This is presently zoned in part as R1A and part as R-3 and request is that all be zoned R-3" Mr. William Boyd requested the Commission's consideration for the rezoning of property in Dazzling Sunset Subdivision, as described above, for the erection of a multiple dwelling (apartment) and presented a perspective drawing of the building. A discussion of this change in zoning was held and objections were voiced by the following persons: Mr. Martin Angers, Mr. Merle Bright, Mrs. Jean Cork, Mr. Cali:in Prather and Mr. McLean. Mr. Winther advised that a letter of objection had been received from Mr. Henry Czech as well as a petition signed by 43 citizens objecting to any change in this zoning. It was brought out in the discussion that there is a definite need for high class partment buildings in Clermont and that consideration should be given to a review of the present zoning to determine what changes could be made to provide for apartments of this caliber. Mr. Boyd presented his request for a change in zoning of Lot 3, Block 9, Sunnyside Unit from R-2 to C-2. Mr. Travis Cork expressed his objection to such a change on the grounds that it would be spot zoning. Mr. Keene was not present to further present his request for rezoning of Lots 3 and 4 in Winona Bay Subdivision. Motion was made by Mr. Porter, seconded by Mr. Seaver, that the request for rezoning the parcel of land in Dazzling Sunset Subdivision be denied and that the present zoning regulations be reviewed to ascertain the need for a change in zoning to encourage construction of high class apartments. The motion carried with Mr. R. s voting Naye. -^~-~~L,,;~ Motion was made by Mr. Lyon, seconded by Mrs. Thomas, and carried, that the request for rezoning Lot 3, Block 9, Sunnyside, be denied. Motion was made by Mr. Seaver, seconded by Mrs. Thomas, and carried than Mr. Keene's request for rezoning Lots 3 and 4, Winona Bay, be rejected as it was felt not sufficient information was available on ..the type of construction intended for this property.
