09-03-2009 Special MeetingCity of Clermont SPECIAL MEETING MINUTES SEPTEMBER 3, 2009 FIRST PUBLIC HEARING -FISCAL YEAR 2009-2010 BUDGET The Clermont City Council met in a special meeting on Thursday, September 3, 2009 in the Council Chambers at City Hall. Mayor Hal Turville called the meeting to order at 7:00 pm with the following Council Members present: Council Members Mullins, Goodgame, Thompson and Hogan. Other City officials present were: City Manager Saunders, Assistant City Manager Gray, and City Clerk Ackroyd. Resolution No. 1625 Tentative Ad Valorem Millage Rate of 3.142 for the 2009-2010 Fiscal Year City Clerk Ackroyd read Resolution 1625 aloud in its entirety. A Resolution of the City of Clermont of Lake County, Florida, adopting the tentative ad valorem millage rate for the fiscal year beginning October 1, 2009, and ending September 30, 2010; providing for collection of taxes; providing an effective date. Mayor Turville opened the public hearing. There were no comments. Mayor Turville closed the public hearing. Council Member Hogan moved for adoption of Resolution 1625• seconded by Council Member Mullins The motion passed with all members present voting "ate Resolution No. 1626 Tentative Budget Resolution for the 2009-2010 Fiscal Year City Clerk Ackroyd read Resolution 1626 aloud in its entirety. A Resolution of the City of Clermont, Lake County, Florida, adopting the tentative budget for the 2009-2010 Fiscal Year. Mayor Turville opened the public hearing. Cherry Bassom, 582 Southridge Road, voiced concern with an increase in taxes. City Manager Saunders explained there are several entities that tax property owners. We only have control of the city taxes and our tax rates did not increase. Mayor Turville closed the public hearing. Council Member Goodgame moved for adoption of Resolution 1626; seconded by Council Member Hogan. The motion passed with all members present voting "aye". City Manager Saunders commented Administrative Services Director Van Zile will bring the 5 year Capital Improvement Plan as an additional attachment for the budget on September 17. This does not change the budget. We are not required to attach the schedule to the budget however if it is attached and approved, we will be eligible for additional grant funds.
