Condition Survey
1. Building Architecture
a. Picking out elements that can be updated to bring it into a style
comparable to City Hall.
2. Building (Engineering Systems)
a. Heating, Ventilation, and Air Conditioning (HVAC)
b. Structural and Wall Systems
c. Plumbing Systems
d. Electrical Systems
e. Mechanical and Fire Protection (if applicable)
3. Site Components
a. On-Site Electrical and Lighting Systems
Any material code violations of items, systems, or inherent design that are observed
during our visual inspection will be noted and included in our summary of findings.
Recommendations for corrective measures for observed code violations will also be
included in our summary findings.
The condition survey is anon-intrusive visual inspection of the property facilities and
does not include any testing of systems or materials, detailed calculations, the removal
of materials or exploratory probing of materials.
The property survey will also include interviewing property maintenance and staff that
manage for facility (if available at the time of inspection.) to gain a better understanding
of the immediate needs and conditions of the facilities. At the time of inspection the City
shall provide two sets of records for maintenance that are to be reviewed for this study
report.
Remaining Useful Life /Cost Estimates to Remedy Deficiencies
Based on the findings determined from the property survey, the GatorSktch Architects
team will develop preliminary cost estimates for each significant physical deficiency
observed. Included with the estimated costs will be our recommended course of action
for correcting the deficiencies. The GatorSktch Architects team will also prepare an
estimate of the remaining life for the following major facility systems: electrical,
plumbing, and HVAC (air handling units & compressors).
The cost estimates will be classified as either immediate needs or short term. Immediate
needs are considered to those physical deficiencies that require immediate action as a
result of existing or potentially unsafe conditions, material building code violations, poor
or deteriorated condition of critical elements or system, significant negative conditions
impacting tenancy/ marketability, and a condition that if left "as is ", with and extensive
delay in addressing the same, would result in or contribute to critical element or system
failure within one year.

Short term consists of those deficiencies, inclusive of deferred maintenance, that may
not warrant immediate attention, but requiring repairs or replacements that should be
undertaken on a priority basis, taking precedence over routine maintenance work within
a one-year time frame.
The GatorSktch Architects team will also compare developed costs of renovation with
the costs on constructing a new facility.
The GatorSktch Architects team will provide a qualitative pros and cons for renovation of
the existing building versus a new facility of equal size. These conceptual statements will
address site items such as parking and establishing utilities, new construction systems
versus the existing structure building system.
Deliverables:
1. Executive Summary
2. Detailed Description of the property conditions
3. Cost estimates for physical deficiencies (Immediate Needs & Short Term)
4. Estimate of remaining life for major system components as indicated
5. Recommendations for corrective actions.
