The meeting of the Planning & Zoning Commission was called to order Tuesday January 5, 2010
at 7:00 p.m. by Chairman David Pape. Other members present were Nick Jones, William Gray,
Robert Loyko, Cuqui Whitehead, and Judy Proli. Also in attendance were Jim Hitt, Planning
Director, Curt Henschel, City Planner, Dan Mantzaris, City Attorney, and Rae Chidlow,
Administrative Assistant.
MINUTES of the Planning and Zoning Commission meeting held December 1, 2009 were
approved as written.
REPORTS
There were no reports.
1. REQUEST FOR A CONDITIONAL USE PERMIT
OWNER/APPLICANT: Family Christian Center of Clermont, Inc
REQUESTED ACTION: Request for a CUP amendment to allow the modification of the
existing site plan and uses.
LOCATION: 2500 South Highway 27 (adjacent to the Harley Davidson dealer)
EXISTING ZONING: R-1-A (Single Family Low Density/ Residential)
EXISTING LAND USE: Church Facility
FUTURE LAND USE DISTRICT: Institutional
City planner Curt Henschel stated that the Family Christian Center Church has decided on a
master site plan change for their church facility located at 2500 South Highway 27.
Mr. Henschel stated that in April 2005 the Family Christian Center was approved for a
Conditional Use Permit and conceptual site plan with a 50,000 square foot multi-use building, a
public park and five modular buildings for additional class rooms. He stated that since the
original CUP, the church has had several amendments/revisions throughout the years.
Mr. Henschel stated that this amendment request is to add several uses, and again modify the site
plan layout. He stated that these uses include additional recreational amenities such as tennis
courts, soccer field, water park, amphitheater, and storage structures.
Mr. Henschel stated that the building layout has also changed; additions will include a 90,000
square foot sanctuary, and a future multi-level parking garage.
Mr. Henschel stated that the church is also proposing uses that will invite the general public in
for activities such as an indoor trampoline room, arcade, rock wall, and food service. He stated
that any profits go directly into the Family Christian Center of Clermont, Inc., anon-profit
501(c)(3) corporation.

Mr. Henschel stated that staff recommends approval of the CUP amendment request, with the
following conditions.
Rick Van Wagner, 4228 Fawn Meadow Circle, stated that they have been working on this for 16
years. He stated that he has seen their congregation grow from a handful of people in his
parent's home to what it is now. He stated that the park will be dedicated to the public, not just
exclusive to the church. He stated that they employ about 60 people at the church now, and if
this CUP is approved, they are looking to employ possibly another 80 employees. He stated that
their preschool grew from 60 kids to 120 kids in a matter of months once they opened their new
facility.
Commissioner Gray stated that he lives in Kings Ridge and has noticed a tremendous amount of
additional traffic to this site and wants to know if there is a traffic study.
Mr. Henschel stated that there is not a traffic study for this conditional use permit, but there was
one for the original conditional use permit application. He stated that there is a light at the
entrance. He stated that the purpose for the amendment is for the modification of the site plan
and for the additional amenities.
Commissioner Gray stated that his concern is this site has a single point entry.
Commissioner Proli stated that her concern is the lack of handicap parking. She stated that she
does not like grass parking and that will not be good for someone who is handicapped.
Mr. Henschel stated that the handicap parking must be paved.
Commissioner Whitehead stated that her concern is also the one point of entry. She stated that
the City does need more recreation for the children, but she does not care for the trampolines.
Commissioner Whitehead moved to approve the request for the conditional use permit; seconded
by Commissioner Loyko. The vote was unanimous to recommend for approval to City Council.
