The Clermont City Council met in a workshop on Tuesday, December 15, 2009 in the Council Chambers
at City Hall. Mayor Turville called the workshop to order at 6:52pm with the following Council Members
present: Thompson, Mullins, Goodgame and Hogan. Other City officials present were: City Manager
Saunders, City Attorney Mantzaris, City Clerk Ackroyd and Assistant City Manager Gray.
Historic Cooper Library
Mike Latham, Gatorsktch, reviewed the proposed drawings and addressed items previously agreed upon
by Council. Staff and Council discussed ADA compliance requirements. The City Council liked the
proposal. The next step is to obtain a price from the contractor then bring the contract to Council for
approval. There is $200,000 in the budget for this project. Mike Latham asked to move forward with
permitting and Council was in agreement to do so.
Lake County Comprehensive Plan/Conserve II Update
Lake County is planning to have a transmittal hearing on the comprehensive plan on January 19. The
Lake County Economic Development Advisory Committee was appointed by the County Commission
and has made comments and suggestions on the comprehensive plan. The South Lake Chamber is
planning to attend a meeting with the County Commission on January 5 and is asking for support.
The issues are Rural Protection Areas and workplace categories. They will be planning to designate
everything below the city limits south of Hartwood Marsh Road a Rural Protection Area which is
residential 1 to 10. The committee is recommending that designation be removed.
City Manager Saunders addressed the Conserve II update. Conserve II is willing to work with the City.
The committee is recommending a business park and language in the comprehensive plan for a workplace
district. The workplace district would have to be prepared as a Master Plan. The County Local Planning
Agency (LPA) is recommending a Rural Protection Area.
Staff will attend the meeting on January 5 to provide the consensus of the Council that the Conserve II
property north should be removed from the Rural Protection Area designation. The Council will vote on
January 12 and then staff can return to the meeting of January 19 with Councils formal vote. Also, a
consensus was reached that the workplace district should be included as a potential option.
Police Department Expansion
City Manager Saunders noted Jim Shira's office is located next to the Police Department. Mr. Shira is
interested in selling that property and asked if the City is interested. The Council agreed that location
would not be a viable direction to expand the Police Department and is not interested in purchasing.
West Water Treatment Plant
City Manager Saunders explained staff has had difficulty acquiring a site for the West Water Treatn?enr
Plant. Mr. Saunders reviewed other site options. One is the vacant property east of the Oak Hill Cemetea~y
and the other is adjacent to Sun Bank. Council asked staff to check into the site adjacent to Sun Bank to
determine if the owner is interested in selling.
Handicap Parking
Council discussed increasing the number of handicapped parking spaces. Council agreed to focus on each
individual Conditional Use Permit to determine real use in whether to increase the number of
handicapped spaces. Staff contacted Epic Theater and has agreed to add more handicapped spaces to their
parking lot.

Procedural Efficiencies
Council Member Thompson expressed concern with differences in city operations versus other
municipalities as it relates to the City Council. City Attorney Mantzaris was asked to report on how other
cities run more efficiently.
1. Appoint a citizens board to serve as the Board of Adjustment instead of the Council serving as the
Board of Adjustment.
2. Reduce the Planning and Zoning Commission from 9 to 7 members.
3. Tent permits and event requests could be more efficient if processed through staff.
4. Appoint a Special Magistrate instead of a Code Enforcement Board.
Council agreed with suggestions numbered 2 and 3.
Montverde Inter-local Service Area Agreement
Mayor Turville provided an update on the meeting held regarding the Montverde Inter-local service area
agreement and expressed concern with the process.
Stimulus Grant
City Manager Saunders stated the City is eligible for stimulus funds and it has to be energy related. Staff
is proposing to retrofit all of the street lighting and ball field lighting on main parks. This will result in an
energy cost savings. There is no required match. Staff will place on an agenda for Council approval.
Other
Council Member Goodgame commented on SIS projects. The City is already eligible for the Hwy 50/27
intersection project. City Manager Saunders has asked T.J. Fish to make a presentation to the Council.
Grand Hwy. is scheduled to be complete by May 1 and will tie into the Golden Corral completion date.
Construction plans are 90 percent complete on Hooks Street for the last segment from Lowe's to what is
currently under construction.
City Manager Saunders provided an update on the Hooks Stormwater project. Staff met with the Water
Authority and is moving forward with the preliminary engineering. Lake County is paying one third and
the Water Authority is paying two thirds. All four (4) owners are willing sellers. There is still an interest
in having the City administer the project.
City Manager Saunders provided an update on the security cameras. The consultant said it was not
feasible to connect to downtown but if the businesses wanted to partnership, it could be done. Staff will
be receiving proposals soon for the Historic Village and parks.
