SPECIAL COUNCIL MEETING
March 15, 2010
The Clermont City Council met in a special meeting on Monday, March 15, 2010 in the Council
Chambers at City Hall. Mayor Hal Turville called the meeting to order at 6:OOpm with the following
Council Members present: Council Members Mullins, Goodgame, and Hogan. Other City officials
present were: City Manager Saunders, City Clerk Ackroyd and Assistant City Manager Gray.
INVOCATION
Council Member Mullins gave the invocation followed by the Pledge of Allegiance.
ARCHITECT PRESENTATIONS
City Manager Saunders reported we are following the Consultants Competitive Negotiation Act for the
selection process for architects for the Police Station Expansion and Jenkins Replacement projects. The
process is outlined in Florida Statutes. The City received 13 submittals and followed a scoring process
and the top three (3) will be making a presentation. Once Council has ranked the architects, the next step
is for staff to negotiate a contract with the number one ranked firm and return to council for approval. If
staff cannot negotiate with the number one ranked firm then staff will try to negotiate with the number
two ranked firm. Council Member Thompson is ill and apologized for not being able to attend.
Police Station Expansion
Architects Design Group
Senior Vice President, Kevin Ratigan, introduced staff and provided a brief presentation of their
qualifications and a couple of design models.
Starmer Ranaldi
Bill Starmer and Joe Rinaldi introduced staff and provided a brief presentation of their qualifications and
illustrations.
C.T. Hsu & Associates
C.T. Hsu, President, introduced staff and provided a brief presentation of their qualifications and design
concepts for the Police Station Expansion.
Jenkins Replacement
C. T. Hsu & Associates
Rene Alvarez, Senior Planner/Designer and C. T. Hsu, President, provided a brief presentation of their
qualifications and reviewed various concepts for the Jenkins Replacement Building.
KZF Design
Joe Morgan, Manager of Orlando Office, and Vice President, Eric Kleinsteuber, provided a brief
presentation of their qualifications and site analysis of a Jenkins Replacement Building.

Rhodes & Brito Architects
Ruffin Rhodes, Director of Operations, introduced staff and provided a brief presentation of their
qualifications and various options.
City Manager Saunders stated four members of staff reviewed all submittals and each were scored in nine
different areas and explained the scoring process.
Police Chief Graham noted the top three firms of the Police Station Expansion project visited the Police
Station and were given a tour of the grounds.
The Council discussed their rankings of the firms for both projects.
Council Member Mullins moved to rank Architects Design Group, C. T. Hsu, and
Starmer Ranaldi for the Police Station Expansion• seconded by Council Member
Goodgame The motion passed with all members present voting "aye".
Council Member Goodgame made a motion on the Jenkins Replacement to rank C. T.
Hsu Rhodes and KZF Design; seconded by Council Member Mullins. The motion passed
with all members present voting"a
