MINUTES
COUNCIL WORKSHOP
JUNE 2, 2010
The Clermont City Council met in a workshop on Wednesday, June 2, 2010 in the Council Chambers at
City Hall. Mayor Turville called the workshop to order at 6:OOpm with the following Council Members
present: Thompson, Mullins, and Goodgame. Other City officials present were: City Manager Saunders,
City Clerk Ackroyd, City Attorney Mantzaris, and Assistant City Manager Gray.
Desoto Street — No Parking
Assistant City Manager Gray met with Charlene Forth and representatives of Magic Moments Day Care
and Montessori School regarding parking issues on Desoto Street. The schools have approximately 5
special events each year and requested parking along Desoto Street during those events. Ms. Forth
expressed opposition to the request. The individuals could not reach a compromise. Mayor Turville asked
City Manager Saunders to place on an agenda.
Waterfront Pavilion
Mike Latham, Gatorsktch, proposed a re- design of the roof for the Waterfront Pavilion. Council did not
like the proposed new roof and agreed to continue with the other roof design.
Jenkins Replacement
City Manager Saunders requested meeting with the Chamber to determine their involvement with the
Jenkins Replacement Building prior to meeting with the architect. Council agreed to continue having the
Chamber manage the building. Ray San Fratella was present on behalf of the Chamber. They were in
agreement with the concept to be involved.
Dot Richardson
Dot Richardson has proposed an Indoor Field House Facility building of approximately 50,000 — 80,000
square feet. She asked if the City has a partnership interest. Mayor Turville noted the Council would be
discussing the budget.
2010 -11 Budget
City Manager Saunders reported on a significant decrease in taxable value for next year. Staff is
reviewing the budget and looking at various ways to reduce the budget. Suggestions were also made to
raise the millage rate and /or take money from reserves. The budget workshops have been scheduled for
mid July.
Local Contractor Incentives
Council Member Goodgame suggested implementing an incentive for local contractors when bidding on
projects. Council agreed with the concept and would like to have City Attorney Mantzaris present to
Council.
Veterans Monument
Council Member Goodgame suggested a Veterans Monument. Council discussed possible locations and
agreed to not list sponsors on the monument. Council agreed with the concept.

Other
There will be a closed meeting of the City Council on June 8 at 6:15pm.
Staff is negotiating the red light camera contract now and will bring to Council for approval. Lake County
is in the process of evaluating the intersections.
Mayor Turville commented on a complaint regarding coyotes in Sky Ridge Valley. He suggested staff
contact the Florida Fish and Wildlife Commission.
Council Member Mullins suggested creating a policy to address painting over the graffiti in downtown.
City Manager Saunders informed Council the owner of the small building located next to the Police
Department is interested in selling. Staff will obtain an appraisal then move forward.
Assistant City Manager Gray reported on applying for a beach permit.
