A Workshop Meeting of the City Council of the City of Clermont was held Monday, November 19, 2001,
at the Police Department. The meeting was called to order at 6:00 p.m. by Mayor Turville. Council
Members Caputo, Mullins, and Renick were present, also present were City Manager Saunders, Finance
Director Van Zile, City Engineer Richardson and Planning Director Barry Brown. Mayor Turville
welcomed those present.
City Manager Saunders stated that the first item to be discussed was the finance team that is being
proposed for the funding of the new city hall project, including the bond issue.
Finance Director Van Zile discussed with the City Council the duties and proposed bond counsel,
disclosure counsel, underwriters and the City's financial advisor.
After discussion it was the consensus of the City Council that the City continue with the bond team that we
have used, which includes Chauncey Lever as bond counsel and Payne Webber as the bond underwriters.
Finance Director Van Zile explained that we have solicited and received statements of qualifications for
the disclosure counsel and that Bryant, Miller and Olive has been recommended by Staff and by PFM, our
financial advisors, as disclosure counsel.
It was the consensus of the City Council to include Bryant, Miller & Olive as part of the team.
City Manager Saunders then stated that Planning Director Brown was present along with representatives of
Home Depot to discuss the proposed project.
Brett Hutchins presented an architectural rendering for the project and discussed issues such as the
100,000 square foot limitation and the required parking and landscape layout with the City Council.
City Manager Saunders then discussed with the City Council the Center Lake project and alternatives that
have been discussed by Staff for the continuance of the project. He stated that he would provide additional
information and costs associated with various options to the City Council at a future meeting.
City Engineer Richardson then provided the City Council an update of the Consumptive Use Permit
renewal process with the St. Johns River Water Management District.
Mayor Turville also provided information regarding recent discussions with Kirby Green of St. Johns
River Water Management District.
Council Member Renick then brought to the City Council's attention a proposed Consumptive Use Permit
application for the Cherry Lake development and asked that a letter be drafted opposing additional draw
down.
There being no further business, the meeting adjourned at 9:30 p.m.
