A Workshop Meeting of the City Council of the City of Clermont was held Tuesday, December 4, 2001, at
the Police Depaitauent. The meeting was called to order at 6:00 p.m. by Mayor Turville. Council Members
Caputo, Mullins, and Renick were present, also present were City Manager Saunders and Finance Director
Van Zile. Mayor Turville welcomed those present.
Mayor Turville stated that members of the Board Of Directors of Cooper Memorial Library were present to
discuss with the City Council the future of the library.
Vicky Cook, Chairman of the Board of Directors, provided a handout to the City Council that included two
scenarios for the future of the library. The two scenarios were to either convert the library to a municipal
library or to give the library to Lake County to become a part of the County library operation. She
explained the advantages and disadvantages of each scenario.
After discussion, Mayor Turville asked that this issue be placed on a City Council agenda and for the City
to commence negotiations with Lake County for the transfer of Cooper Memorial Library to Lake County,
since it would be in the best interest of everyone.
City Manager Saunders then discussed issues regarding the Police Department that were brought to the
attention of the City Council by Charlene Forth at the last Council meeting. He distributed a memorandum
to the City Council that addressed the issues that Ms. Forth had brought forward.
Finance Director Van Zile then discussed with the City Council the proposed changes to the City's major
medical plan. He provided a handout with several options.
After discussion, it was the consensus of the City Council that option 4 should be brought to the City
Council at a regular meeting for consideration.
City Manager Saunders then discussed with the City Council negotiations with the Guber Trust for the
Verde Ridge development and provided the City Council an existing agreement for water service that
committed the City to at least 402 water connections. He stated that the developer is requesting to amend
this to 500 homes with a proposal to extend off -site sewer lines to also serve this project. After discussion
City Manager Saunders stated that this proposed agreement would be placed on a future consent agenda
for consideration.
City Manager Saunders then reviewed with the City Council the contractor pre - qualification process for
the new city hall project. He stated that a pre - qualifying document has been produced and that those
contractors interested in bidding will complete the document and be rated with a minimum score required
for pre - qualification. He stated that those contractors meeting the pre - qualification requirements will then
be allowed to bid the project.
Mayor Turville then stated that Mr. Kirby Green, Director of St. Johns River Water Management District,
has indicated that funds may be available from the District to assist the City in the Center Lake project.
City Manager Saunders stated that he would follow up with Mr. Green on this offer.
There being no further business, the meeting adjourned at 9:30 p.m.
