MINUTES
COUNCIL WORKSHOP
AUGUST 11, 2010
The Clermont City Council met in a workshop on Wednesday, August 11, 2010 in the Council Chambers
at City Hall. Mayor Turville called the workshop to order at 6:OOpm with the following Council Members
present: Mullins, Hogan and Goodgame. Other City officials present were: City Manager Saunders, City
Clerk Ackroyd, City Attorney Mantzaris, and Assistant City Manager Gray.
Mosquito Control
Council discussed hiring a company to provide spraying in the active parks. City Manager Saunders
contacted Clark Environmental, a company that provides mosquito control throughout the State of
Florida. Council asked staff to return with proposed costs.
UCF Incubator Program
Dottie Keedy, Lake County Director of Economic Development and Community Services, explained the
partnership between Lake County, University of Central Florida (UCF) and the City of Leesburg with the
Incubator Program. Staff invited Lake County and UCF to discuss possible partnership opportunities.

Cary Pierce, Lake County Business Development Coordinator, reviewed the south Lake County
demographics analysis.
Dr. Tom O'Neal, UCF Associate Vice President for Research and Commercialization, presented an
overview of the Incubator Program and how it contributes to the local and regional economies.
Mike Bucher was present on behalf of the Chamber of Commerce. They expressed an interest in
coordinating a site visit and noted this program could become a part of the Economic Development
• Committee.
City Manager Saunders commented if the majority of Council is interested, staff can put together a
proposal for Council to make an informed decision.
The Council asked staff to tour incubator sites and report back to Council.
West Water Treatment Facility Site
City Manager Saunders, City Engineer Richardson and Utilities Director Kinzler were present to discuss
the plant site. Staff recommended the Bishop Field site. Council agreed with the idea to set up a
community meeting to discuss the new construction of the facility. Staff will take care of advertising
• appropriately.
Red Light Camera Update
City Manager Saunders provided an update on the red light camera laws. The Council agreed to place this
item on hold at this time.

Conserve II Update
City Manager Saunders and Assistant City Manager Gray provided an update on the direction of
Conserve IL The majority of the City Council expressed an interest to proceed with moving forward.
Other
Council Member Goodgame suggested the city look into purchasing the property on the west side of Fire
Station No. 1 to use for parking. City Manager Saunders noted the homeowner would sale the property
for $100,000 however it would only allow for an additional 7 parking spaces.
City Manager Saunders requested Council consider whether they will allow alcohol in the new
Highlander Hut and Jenkins Replacement building. Citizens in the community have begun to inquire. The
Council discussed not allowing it however they could request a permit through staff based on criteria
issued by the Council.
Jim Purvis, 4206 Hammersmith Drive, suggested the city consider re- opening the discussion of the Fire
Response areas with Lake County.
