MINUTES
REGULAR COUNCIL MEETING
September 14, 2010
The Clermont City Council met in a regular meeting on Tuesday, September 14, 2010 in the Council
Chambers at City Hall. Mayor Turville called the meeting to order at 7:00 pm with the following. Council
Members present: Council Members Mullins, Goodgame, and Thompson. Other City officials present
were: City Manager Saunders, City Attorney Mantzaris, City Clerk Ackroyd and Assistant City Manager
Gray.

Council meeting minutes of August 24, 2010.
Council Member Goodgame moved to approve the August 24, 2010 minutes as written;
• seconded by Council Member Thompson. The motion passed with all members present
. voting "aye"
PUBLIC COMMENTS
Tim Hochuli requested the City Council contact the State Attorney's office to open a case in which his
father died as a result of an accident. Mayor Turville asked staff to follow up with the request.
Tim Murry, 574 E. Desoto Street, requested a study for a red light at the intersection of Mohawk and
Citrus Tower Blvd. Council Member Goodgame suggested a speed bump. Mr. Murry reported graffiti on
the wall at the corner of Frontage Road and E. Division Street.

` Ruby McCoy, 1020 Disston Avenue, noted the street noise has improved. She commented pedestrians are
unable to walk on the sidewalk at the corner of Disston and Highland due to overgrown hedges. Mayor
Turville asked staff to take care of it.
REPORTS
City Manager Saunders reminded Council of the Community Redevelopment Agency (CRA) meeting to
be held on Thursday, September 16 at 6:45pm.
City Attorney Mantzaris — No Report
Assistant City Manager Gray provided an update on the beach. It is scheduled to open on the weekends
beginning Saturday, September 25 through Sunday, October 31, 2010. The swim area at the beach will be
open from 10am — 6pm on Saturdays and Sundays.
Council Member Goodgame reported the Historical Society held their first Garage Sale last Saturday and
has scheduled another one for October 9. Mr. Mullins also commented on the Community Sale and
Farmers Market to be held on October 3 in downtown Clermont.
Assistant City Manager Gray reported on the Downtown Celebration. The street party will be held on
October 1 with The Marshall Tucker Band performing. The Historic Village will be open on October 2
from l0am to 3pm. The dedication ceremony of the train depot will be a 12- noon.

seconded by Council Member Mullins. The motion passed with all members present

Item No. 1 - Council Member Goodgame requested staff present Council with a fee structure for use of
the park for non city residents at a future meeting.

Item No. 10 Ordinance No. 2010 -10 -C Final Hearing
Mayor Turville read Ordinance 2010 -IOC aloud by title only.
An Ordinance of the City of Clermont amending Chapter 54, "Streets, sidewalks and
other public places ", by creating new article II1 "Motion Photography Permitting",
creating new sections 54.90 et. seq. providing for definitions, providing permit
requirements, providing for a permit application, providing standards for issuing of
permits, providing for the recovery of costs for extraordinary services, providing for
exemptions from zoning requirements; providing for penalties and providing for
severability, conflict, codification and effective date.
Assistant City Manager Gray reported this ordinance allows for motion photography and outlines a permit
application process. It will be coordinated through the Economic Development Commission. Staff
recommended approval.
Mayor Turville opened the public hearing.
Ann Dupee, 389 Division Street, supported the ordinance.
Mayor Turville closed the public hearing.
Council Member Thompson moved to approve Ordinance 2010 -10 -C; seconded by
Council Member Mullins. The motion passed 4 to 0 on a roll vote with all members
present voting "aye ".

• A Resolution of the City Council of the City of Clermont, Lake County, Florida,
amending Section F "Purchasing Approval Limits" of the City of Clermont purchasing
policy to authorize the City Manager to approve a change order to an existing contract
that does not increase the contract amount by more than 10 percent or $49,999; and
providing an effective date.
City Manager Saunders explained this ordinance will allow the City Manager to approve limited change
orders and not a change to the project itself. Staff requested council approval.
Mayor Turville opened the public hearing. There were no comments. Mayor Turville closed the public
hearing.
Council Member Goodgame suggested reducing the amount to $25,000.
Council Member Goodgame moved to approve Resolution 2010 -22 with the amount
reduced from $49,999 to $25,000 to avoid a delay in the progress of any contract;
seconded by Council Member Mullins. The motion passed with all members present
'voting "aye".
Mayor Turville amended the agenda.

definitions; providing landscape irrigation schedule; providing exceptions to the
landscape irrigation schedule; providing variances from the specific day of the week

Item No. 15 Ordinance No. 2010 -17 -M Introduction
Mayor Turville read Ordinance 2010 -17M aloud by title only.
An Ordinance of the City Council of the City of Clermont, Lake County, Florida,
amending the Comprehensive Plan for the City of Clermont, Florida, pursuant to the
Local Government Comprehensive Planning Act, Chapter 163, Part II, Florida Statutes
by adopting a map change to the future land use map of the Comprehensive Plan; setting
forth the authority for adoption of the Comprehensive Plan Amendment; setting forth the
purpose and intent of the Comprehensive Plan Amendment; establishing the legal status
of the Comprehensive Plan Amendment; providing for severability, conflict and an
effective date.

Mayor Turville reminded everyone the Final Budget public hearing will be at 7:OOpm on Thursday,
September 16, 2010.
