The meeting of the Planning & Zoning Commission was called to order Tuesday July 6, 2010 at
7:00 p.m. by Chairwoman Cuqui Whitehead. Other members present were Robert Boyatt,
Bernadette Dubuss, Nick Jones, Raymond Loyko and Judy Proli. Also in attendance were Curt
Henschel, City Planner, Dan Mantzaris, City Attorney, and Rae Chidlow, Administrative
Assistant.
MINUTES of the Planning and Zoning Commission meeting held June 1, 2010 were approved
as written.
REPORTS
There were no reports.
1. REQUEST FOR CONDITIONAL USE PERMIT
PROJECT NAME: First Baptist Church
OWNER/APPLICANT: Ben Bond
REQUESTED ACTION: Request for a CUP to allow a church recreational use in the R -1
Low Density Residential zoning district.
LOCATION: 2745 Hartwood Marsh Rd. (southeast corner of Hartwood Marsh
Rd. and Hancock Rd.)
EXISTING LAND USE: Vacant lot
FUTURE LAND USE: Low Density Residential
ZONING: R -1 Low Density Residential
City planner Curt Henschel stated that the applicant is requesting a Conditional Use Pennit to
allow a church recreational use in the R -1 zoning district. He stated that the First Baptist Church
is proposing to construct one recreational ball field on its vacant 40 acre parcel.
Mr. Henschel stated that the following is a description from the applicant about the proposed
events to be scheduled at the recreation field: Our current plans for our property on Hartwood
Marsh Road are to construct an Upward flag football /soccer field. Upward flag football is played
with about 7 players on each team on Saturdays from about 9 AM to 3 PM. The season should
last about 8 weeks in September and October. The Upward soccer program is played with 2
games going on at the same time on the same field with about 6 members on each team. The
games should be scheduled from about 9AM to 3PM each Saturday. The soccer program will last
about 8 weeks in April and May. Practices for each league will be scheduled on weekday
evenings before dark on Mondays, Tuesdays, and Thursday evenings. Both of these programs
should help take some of the load off of city leagues and their fields.
Mr. Henschel stated that the construction of the field will only occupy a small portion of the 40
acre parcel. He stated that there will he parking associated with the field that will he located

along the western property line, and temporary facilities (port-a- potty) will be proposed behind
an existing cluster of pine trees.
Mr. Henschel stated that staff recommends approval of the request for a CUP to allow a church
recreational use on this R -1 Low Density zoned parcel.
Ben Bond, 498 W. Montrose St., stated that the fields will be used in the fall and spring. He
stated they will start practice in September and will finish around Thanksgiving and begin again
in April and May. He stated that it will be a soccor /football field that will help the community to
provide recreational opportunities for the kids. He stated that it is Christian based and gives the
kids who normally would not be able to play an opportunity to play. He stated that the port -a-
potties are the nice ones on trailers, not the ones you would see on a construction site. I -Ie stated
that they will only he on the property during the five months the fields are used.
Commissioner Loyko asked how access to the fields is going to be protected to keep others out.
Mr. Bond stated that if they have problems with people accessing the fields, they are prepared to
fence it off, but that will be on an as needed basis.
Commissioner Dubuss asked about the amount of traffic coming and going to the site.
Mr. Bond stated that games will be on Saturdays with practices on Monday, Tuesday and
Thursday evenings. He stated that there will only be approximately 20 players at a time. He
stated there may be 50 people out there for the games, counting players, parents and
grandparents.
Commissioner Boyatt asked if there is an improved road -way cut into the site.
Mr. Bond stated that what they are using is the extension from Hancock Rd.
Rick McCoy, 606 S. Main Avenue, Minneola, stated that the dirt road has been stabilized and
there is an apron to protect the edge of the road. He stated that there is a traffic light at the
location of entry. He stated that the dirt road is on the church property but will eventually
become a right -of -way. He stated that there has been discussion about moving the fields closer
to the dirt road, so that people would not he tempted to pull off Hartwood Marsh Road in front of
the fields rather than using the dirt road to pull in to park.
Commissioner Proli asked about the lighting for the fields.
Mr. Henschel stated that there will be no lighting.
Mr. Bond stated that the church does not have the funding for lighting.

Chairwoman Whitehead asked if the pine trees were going to be removed.
Mr. Bond stated that they may remove the short ones to clean up the underbrush, but the large
trees will remain.
Connnissioner Jones moved to recommend approval for request of the conditional use permit;
seconded by Cornmissioner Bovatt. The vote was unanimous to recommend for approval to City
Council.
There being no further business, the meeting was adjourned at 7:19 pm.
