09-08-2010 Special Meeting • City of Clermont SPECIAL MEETING . MINUTES SEPTEMBER 8, 2010 FIRST PUBLIC HEARING - FISCAL YEAR 2010 -2011 BUDGET The Clermont City Council met in a special meeting on Wednesday, September 8, 2010 in the Council Chambers at City Hall. Mayor Hal Turville called the meeting to order at 7:04 pm with the following Council Members present: Council Members Mullins, Goodgame, and Thompson. Other City officials present were: City Manager Saunders, . Assistant City Manager Gray, City Clerk Ackroyd and Administrative Services Director Van Zile. City Manager Saunders reported the advertised ad valorem rate approved by the City Council was 3.729. The budget presented to Council was based on the 3.623 rate. The City Council can adopt anything up to 3.729 but not higher. Mr. Saunders distributed a comparative of advertised rates from other municipalities. This meeting is for Council to adopt the tentative millage rate and the final adoption will be held on Thursday, September 16. • Resolution No. 2010 -18 Tentative Ad Valorem Millage Rate Mayor Turville read Resolution 2010 -18 aloud in its entirety. A Resolution of the City of Clermont of Lake County, Florida, adopting the tentative ad valorem millage rate for the fiscal year beginning October 1, 2010, and ending September 30, 2011; providing for collection of taxes; providing an effective date. Mayor Turville opened the public hearing. The following expressed concern with a tax increase: Bibi Habiban, 1243 Fairgreen Court Maria Large, 2811 Highland View Circle Bibi Lowton, 1230 Laurel Haven Court Administrative Services Director Van Zile provided assistance to the citizens by reviewing their tax bills for clarification. Mayor Turville closed the public hearing. Mayor Turville supported a lower tax rate. Council Member Goodgame supported the 3.729 rate. Council Member Thompson and Mullins supported the 3.623 rate. 1 Council Member Mullins moved for adoption of Resolution 2010 -18 as published; seconded by Council Member Thompson. The motion passed 3 to 1 with Mayor Turville opposing. Resolution No. 2010 -19 Tentative Budget Mayor Turville read Resolution 2010 -19 aloud in its entirety. A Resolution of the City of Clermont, Lake County, Florida, adopting the tentative budget for the 2010 -2011 Fiscal Year. Mayor Turville opened the public hearing. There were no comments. Mayor Turville closed the public hearing. Council Member Mullins moved for adoption of Resolution 2010 -19; seconded by Council Member Thompson.
