Parks & Recreation City and Lake County Directors Meeting Minutes from February 8,
2000.
Meeting was held in Lady Lake. Sharon Ellis, Parks & Recreation Director of Lady
Lake. I would like to thank her for the coordination of the meeting place and
refreshments.
Those in attendance: Jay Slaughter - Minneola, Ann Bowan- Eustis, Mary Bryant - Eustis,
Larry Walker - Groveland, Judy Smathers -Mt. Dora, SteffaniWitmer -South Lake YMCA,
Amy Lesner - Clermont, Bob Stevens -Lake County Parks & Recreation, Vicki Prettymon-
Ocoee, Allie Tate - Barnett- Ocoee, Collier Clark- Florida Division of Recreation & Parks,
Lynn Walsh - Fruitland Park, and Sharon Ellis -Lady Lake.

City reports:
Clermont needed information regarding the depth of infield clay mixture for ball fields.
There are no specifications as far as anyone knew.
Hancock Park is in the process of getting bids out for the park
Questions arose about the turn over of staff and how much is being paid. Human
Resource Dept. should do a job study to find out what other cities are paying, etc.
Are cities on State Pension Plan?
• Ocoee has had increase growth. Just opened a $2 million Beach Recreation Center. Will
be opening a zero depth pool in the future. Many parks -most are lighted.
Lady Lake had recreation workshops. Looking at 45 acres: 35 for recreation and 10 for
well site. Presently, have 3 baseball fields for Little League. Just formed Park &
• Recreation Board as of 2/7/00.
Ocoee - maintenance: trying to get funding sources. Switching grass to Bermuda by
. killing Bahia and letting Bermuda grow through.
Minneola - Trailhead Park and Lakewood Ridge are the only parks in Minneola. Just got
a new commissioner.
Fruitland Park- Roller hockey and soccer program are going. They have a rink for
hockey. They are in process of getting lighting and bleachers for the court. Musco has a
scholarship for lighting. Annual Fruitland Park Day coming up on 3/31 - 4/1/00.
Eustis - Facilities and-recreation. All events must go through them Have programs:
softball, most of recreation is k -12` grade; most of programs are free though grants.
They are in low - income area with at -risk children. Work with schools and share
facilities. They have an aquatics center and many special events planned.
Groveland- Changing Parks& Recreation impact fees. Just did sewer master plan, doing
•water master plan and then will do parks & recreation master plan. Currently writing 3
grants for 3 of their parks. Students at Grey Middle School are designing improvements
for the parks. Also use talents of students at South Lake High School for input. Baseball
fields in middle of enhancements from Little League. The city takes care of mowing and
irrigation. Improvements to fields since Little League took over.
Mount Dora- Recovering from Art Festival. Rebuilt Domelly Park. Take care of 16
parks, 7 recreation areas, cemetery, and grounds where the public service buildings are .
located. They have an after school program. Raised funds to take children to Kennedy

Space Center for an overnight trip. Redoing parking lots in Gilbert Park. Will have a
new multi - purpose building.
South Lake YMCA- Collaborative efforts with the City of Clermont and Groveland on
facilities for day camp. Running out of small facility.
Collier Clark -Dept. of Environmental Protection Advisory Services Manager
. He passed out a book about grants.
FRDAP -handed out list of projects (may come out in the Fall) Due back in Dec.,
.in July 2001.
Land Water Conservation- Federal grant program 50/50 match. Florida got $1.7 million
and is stressing acquisition.
Transportation Enhancement Program
Historic Preservation
Cultural Arts
Small Community CD Block grant program
Urban Forestry
County Recycling gives grants
Greenways and Trails
Community Centers Grant has House and Senate bill sponsor and is in proposed
legislation/Bills in Tallahassee that may provide additional grants.
Bob Stevens -Lake County has 39 parks, 22 cemeteries. They need to establish a program
to recognize and protect them. Bob is writing a master plan for the county. Survey
residents to find out which facilities they would like to have. Would like to do special
events in conjunction with the cities.
Park Issues: Medal of Honor memorial needs to be moved, Lake Idamere- second
FRDAP extension, three -way contract to do soccer program at Hickory Point.
