12-14-2010 Workshop City of Clermont MINUTES COUNCIL WORKSHOP DECEMBER 14, 2010 The Clermont City Council met in a workshop on Tuesday, December 14, 2010 in the Council Chambers at City Hall. Mayor Turville called the workshop to order at 8:33pm with the following Council Members present: Mullins and Goodgame. Other City officials present were: City Manager Saunders and City Clerk Ackroyd. Jenkins Replacement - CT Hsu & Associates Nathan and Renee from CT Hsu were present. They provided an overview of two renditions of the proposed project. Concept A and B have the same basic components. Council Member Goodgame requested additional restroom facilities. City Manager Saunders noted we would be meeting with the Chamber to formalize their space. The Council agreed to have CT Hsu return with Concept B to include additional restrooms and less square footage. West Water Plant Site City Manager Saunders reported on the history of locating a potential site for the West Water Plant. The first choice was to expand the existing water site behind Dairy Queen. At the time, the owners were not interested in selling. Ay Jalisco owns the property and they are now interested in selling. The city has an existing tank at that location. This is commercial zoned property. Staff requested a consensus from the Council to continue with planning. The property was appraised at $356,000 and we have $500,000 in the budget for the purchase. Council recommended site plan 1 and to place on the January agenda. Staff will have a citizen information meeting with the neighborhood prior to the Council meeting. Consery II & Distribution Plan Tamara Richardson, City Engineer reported the current Consumptive Use Permit allows for 7 million gallons per day. The proposed consumptive use permit is being reduced to 6.5 million gallons per day due to conservation and the use of reclaimed water. The District requires any additional pumpage beyond 2013 shall come from an alternative water supply. The goal is to not drop below 6.5 million gallons per day. The proposed solution is to continue placing subdivisions on city reclaimed water as Council approved last year and use Consery II water at Kings Ridge and Summit Greens golf courses. Staff requested direction from Council to require golf courses to take reclaimed water. City Manager Saunders explained this will give the city the ability to maximize water on the consumptive _ use permit and maximize the amount of water to contract from Consery II. The price has been reduced to $650,000. Mayor Turville asked the Council to consider and for staff to return to Council at the next workshop. Historic Village — Quonset Hut City Manager Saunders discussed remodeling the Quonset Hut and for Council to determine the city's cost contribution. Marbek Construction provided a cost estimate of $25,000 for improvements. A firewall would be required. Gatorsktch estimated that cost to be $2,500. The total estimate is $27,500. There are no funds for this project in the current year's budget. Staff requested direction from the Council. Council Member Goodgame reviewed his ideas for the Historic Village. Council Member Mullins suggested a long term master plan for the Historic Village. Mayor Turville agreed with the suggestion and asked for the Historical Society to present a plan to the Council. Other City Manager Saunders suggested scheduling a workshop date each month. The annual Council retreat has been scheduled for the first Monday in February.
