02-17-2011 Council Workshop City of Clermont MINUTES COUNCIL WORKSHOP FEBRUARY 17, 2011 The Clermont City Council met in a workshop on Thursday, February 17, 2011 in the City Council Chambers Mayor Turville called the workshop to order at 7:OOpm with the following Council Members present: Van Wagner, Mullins, Goodgame and Hogan. Other City officials present were: City Manager Saunders and Assistant to the City Manager Hollerand. Personnel Policy Amendments City Manager Saunders presented the proposed amendments to Council Council was in agreement with the proposed telephone usage, tuition assistance, employee recall provisions, and the disciplinary action for horseplay and violation of the telephonic and communication usage portions of the policy changes. Council discussed the language regarding pro -rated annual leave accruals for full -time employees who regularly worked 1,664 hours or more a year. Additional discussion occurred regarding allowing 32 hour per week employees to receive payment of 40 hours of earned time when requesting vacation leave. Council agreed to have staff provide clanfication in the wording regarding calculation of annual leave accruals and the use of earned vacation time. Council reviewed the proposed changes to the reduction in workforce policy. There were concerns regarding the proposed change of determining layoff order from length of service to job performance. City Manager Saunders stated the proposed changes would be removed. Proposed Major Medical Changes City Manager Saunders provided an overview of the City's medical insurance fund performance during 2010. Administrative Services Director VanZile presented an analysis of the revenues and expenditures and the proposed changes to offset the current and projected negative balance. Following Council discussion, City Manager Saunders suggested eliminatmg the employee and retiree rate increases and increase smoker premiums to $40.00. Proposed Sign Ordinance Changes City Manager Saunders reviewed the proposed changes to the City's sign code. Council expressed concern over the length of time non - commercial signs may remain erected. Following Council discussion on allowmg ample time for businesses to come into compliance pnor to the effective date of the ordinance, City Manager Saunders suggested thirty days. Other City Manager Saunders updated Council regarding purchasing the property near Dairy Queen. The City offered $356,500.00 and the owner has counter offered $400,000.00. City Manager Saunders commented the City may be able to negotiate the counter offer. Council was in agreement to proceed. ADJOURN: With no further comments, the workshop was adjourned at 9:13pm. 1
