MINUTES
CITY COUNCIL RETREAT
FEBRUARY 7, 2011 — 10:OOam
The following were present: Mayor Turville, Council Members Van Wagner, Mullins, Goodgame and
Hogan. Other officials present were City Manager Saunders, City Attorney Mantzans, and City Clerk
Ackroyd.
General Fund Budget Projections
City Manager Saunders reviewed the future General Fund projections and reserves We are expecting a 5
to 10 percent reduction in assessed values in taxes.
Capital Projects Review
City Manager Saunders reviewed the capital projects
Council and staff reviewed the Police Department proposed conceptual expansion and the Jenkins
replacement building project.
Council discussed their pnorrties naming the Police Department expansion as their first pnonty and the
Jenkins replacement building as the second pnonty. They agreed to fund the Police Department

p $ million allocated for the Community Center project
The Council discussed and agreed to move the location of the restrooms in the Jenkins replacement
building
Staff requested direction from Council to either increase the millage rate or reduce services. The Council
expressed opposition to decreasing the level of service in public safety and parks There was discussion of
a slight increase to the millage rate as well as taking funds from the reserves.
City Manager Saunders announced the Police Department received reaccreditation for another three
years.
Parks/Facilities Fees
City Manager Saunders and Recreation Manager Teske reviewed the proposed increase in parks and
facility fees
Mayor Turville recessed the meeting at 12:12pm; the meeting was reconvened at 1:01pm.
Council continued discussion of the proposed fees Council agreed to increase the non - resident charges of
the Highlander Hut replacement building The fee schedule will return to Council for final adoption.
Council discussed whether to allow alcohol and suggested several alternatives to obtain approval.
County Fire Service Cooperative Discussion
City Manager Saunders advised Council that Lake County met with all the cities throughout the county to
discuss fire service cooperation They asked each Fire Department to compose a summary of what they
have to offer to include equipment and people. Lake County will compile the information in preparation
of the next county wide meeting. They are looking for ways to save money through cooperative
purchasing and maintenance of equipment

The next step is a proposal to respond to areas outside of the city with a fee associated with each
response.
Council agreed the proposal would lower the current level of service however would be open to ideas.
Branding/Visioning Discussion
City Manager Saunders remarked the city requested qualifications from firms to help with branding of the
city last year. Staff and Council were disappointed with the responses. He asked Council if there is any
interest to pursue again this year The Council is not interested at this time due to the budget
City Manager Saunders informed Council the county would like the opportunity to put together a
comprehensive discussion with the University of Central Flonda (UCF) to discuss the Incubator project
with the City Council in the future
Furthermore, City Manager Saunders informed Council that staff is proposing to upgrade the city website
and will bring to Council at another time.
Interlocal Service Area Agreement/Roadway Annexations
City Manager Saunders proposed initiating an Interlocal Service Boundary Agreement (ISBA) for the east
Highway 50 corridor We currently have agreements in place with everyone east on Highway 50 that
requires them to annex when it becomes legal to annex. Those residential and commercial developments
have agreed to utilities. The Council discussed the proposal and Mayor Turville suggested waiting to
further discuss until staff can provide a map for Council to review.
City Manager Saunders reviewed roadways that have not been annexed into the city. The City of
Clermont and Lake County Fire Departments are both dispatched to these roadways Recently, staff met
with County Manager Gray and the County Fire Chief. They agreed the Clermont Fire Department should
be dispatched for these areas At this time, both agencies are being dispatched which is a duplication of
services. If mutual aid is needed, the county can be dispatched We are not receiving funds however we
are already responding. The county has requested we cover the area further east beyond our city limits to
the Orange County line. The change will be for Lake County to only respond when we need them This
proposed change will have to return to the City Council
Council discussed annexing roadways not within the current city limits for public safety The Police
Department does have the manpower within the traffic unit to handle the calls. The annexations are only
necessary for the Police Department response. City Manager Saunders recommended moving forward
with annexing the specified roadways Council discussed. The City Council agreed to have staff pursue
annexation of the roadways. This will have to return to Council for adoption
For the Fire Department response, the Council prefers to only respond to the streets portion within the
city limits

Consery II Annexation & Reuse Agreements
City Manager Saunders provided background information on the Consery II property. Staff has prepared a
draft reuse agreement to help with irrigation needs along with a pre - annexation agreement between the
city and the Water Consery II partners. The Water Consery partners are the City of Orlando and Orange
County. City Manager Saunders reviewed specific language within the annexation agreement.
Kasey Kesselnng presented a letter on behalf of the South Lake Chamber of Commerce The request is
for the city to negotiate specific cntena for the Annexation Agreement to include a donation or lease of
land. He expressed support of the Rapid Infiltration Basins system (RIBs) and the opportunity to purchase
reclaimed water from them. He urged Council to find a way for this to be a win -win situation for both
entities.
City Manager Saunders explained the City of Orlando and Orange County have approved the pre -
annexation agreement and is scheduled to be on a Council meeting agenda. If the Council is interested in
considering other options then there will have to be further discussions and return to those two entities for
amendments.

There was discussion of amending language within the pre - annexation agreement in regards to the
east/west corridor, Hancock Road and economic development opportunities.
Council agreed to introduce the annexation ordinance and then table it at the second meeting in February
in order to amend the pre annexation agreement.
Wakeboard Camp Property
The Wakeboard Camp property is available for purchase Council Member Goodgame and Council
Member VanWagner expressed interest in the city owning the property. Council agreed to obtain an
appraisal then return to Council to determine if there is interest to move forward.
Other
The Council discussed the Fall Celebration and reached a consensus to not have the event this year.
Council Member VanWagner noted the Lake County Legislative Action Days conflict with a Council
meeting in March. He suggested changing the meeting next year in order to attend.
Council discussed a proposed bus system in south Lake County The Council expressed uncertainty with
the city funding a bus system.
