04-14-2011 Council Workshop City of Clermont MINUTES COUNCIL WORKSHOP APRIL 14, 2011 The Clermont City Council met in a workshop on Thursday, April 14, 2011 in the City Council Chambers. Mayor Turville called the workshop to order at 7:OOpm with the following Council Members present Van Wagner, Mullins, Goodgame and Hogan. Other City officials present were: City Manager Saunders, City Clerk Ackroyd and Assistant to the City Manager Hollerand. Police Station Expansion City Manager Saunders stated the Council has selected Architects Design Group, Inc. for the Police Department expansion. Ian Reeves, Architects Design Group Inc. presented an overview of the site; the status of the project; spatial needs summary and development options A and B. They discussed the option of a finng range and the possibility of building on an alternate site. The Council requested additional information and asked the presenter to return to Council. Jenkins Replacement Tim McNicholas with CT Hsu and Associates presented the layout. The Council requested additional stalls in the ladies restroom and a pass -thru in the kitchen There was a consensus from the Council to place on the agenda for final approval with the changes. City/Chamber of Commerce Agreement/Jenkins Management City Manager Saunders clarified this does not change the intent of the agreement. The Chamber will manage the facility for the city and continue to receive 50 percent of the rental income which is the same as it is now. They will be responsible for utilities of their space. The city will still be responsible for the maintenance of the facility except the office space of the Chamber. The city maintains the janitorial services contract. Chamber President Ray San Fratello and City Attorney Mantzans agreed with the language in the agreement. Council Member Goodgame expressed concern with the responsibility of the cleamng service. The next step is to place on the Council agenda for approval. Consery II Pre - annexation agreement City Manager Saunders provided history on the Consery II property. At the February retreat, Council discussed proposed language in the agreement. At that time, Council agreed to changes as suggested by the Chamber. These included that the Consery II partners would dedicate at no cost a right of way for the east west comdor from Highway 27 to State Road 429 and also dedicate at no cost a right of way for the southern extension of Hancock Road. The city also asked for the annexation to be contingent upon final approval of the reclaimed water agreement to guarantee the city receiving water. Also, the city requested the monitoring fee paid to the county be transferred to the city. Finally, there would be 200 acres of property set aside for lease by either the city or county for an economic development project in the future. 1 City of Clermont MINUTES COUNCIL WORKSHOP APRIL 14, 2011 The Water Consery II partners then responded to the request. Orange County and the City of Orlando were not willing to give the right of way or the 200 acres but are willing to set aside 200 acres and the nght of way in a master plan that could be leased or sold in the future. They did agree to guarantee the reclaimed water to the city contingent upon annexation City Manager Saunders noted the agreement would be approved pnor to the annexation. City Manager Saunders also noted Lake County has asked that 100 acres be set aside for a regional park at a location close to Highway 27. Since the counter response, City Manager Saunders noted the onginal agreement states the monitonng fee of $100,000 per year that is now being paid to Lake County shall be transferred and become payable to the City of Clermont Mr. Saunders noted there are no monitonng requirements for the city or the county The city may have public safety expenses with the property and suggested they provide funds as we will not be receiving any tax dollars. The Water Consery II partners are proposing to give $10,000 to the city which would be reduced based on future revenue through taxes associated with economic development. Mr. Saunders suggested proposing $25,000 per year. The annexation has been tabled to the second meetmg in May. The amendment to the pre - annexation agreement has to go to the Orange County Commission and the City of Orlando for approval along with the reuse agreement. Then, it will come before the City Council for the annexation hearing They are awaiting our response regarding the language in the agreement before scheduling with Orange County and the City of Orlando. The City Council discussed the proposed agreement and agreed to propose $25,000 in monitonng fees, 100 acres for park land to either the city or the county and to recommend the remainder remain as written.
