06-09-2011 Council Workshop City of Clermont MINUTES COUNCIL WORKSHOP JUNE 9, 2011 The Clermont City Council met in a workshop on Thursday, June 9, 2011 in the City Council Chambers. Mayor Turville called the workshop to order at 7:OOpm with the following Council Members present Van Wagner, Mullins, Goodgame and Hogan. Other City officials present were: City Manager Saunders, City Clerk Ackroyd and Assistant to the City Manager Hollerand. Jenkins Replacement City Manager Saunders reviewed the site development plan for the Jenkins Replacement project. He proposed using a portion of the right -of -way to meet the landscaping requirement and moving the sidewalk adjacent to the parking. This would maximize the parking. Staff also proposed a 4 foot decorative masonry wall along the parking area and 10 foot of landscaping between the wall and residential area as a buffer. This will meet the code requirements. Council agreed with the suggestions made by City Manager Saunders. It is expected to go out to bid in August. Jenkins Replacement/Police Building Expansion City Manager Saunders suggested the Council consider a third party construction manager for both projects. Council expressed support for the request. Staff will begin the process. Garbage Collection and Disposal Procedures and Options City Manager Saunders proposed ways to be more cost effective while providing a good level of service. There were three (3) approaches suggested to include: encouraging residents to recycle more; educate citizens and an approach to get their attention such as charging for extra garbage. Utilities Director Kinzler suggested redefining the regulations and placing a limit on what is considered excessive. He also recommended co- mingling recycling. Staff and Council discussed transporting garbage to an alternate site to save money. Council supported the suggestion to co- mingle recycling and would like to continue collection as is for now while staff continues discussion with Lake County in regards to an alternate site. Building Services Staff and Council discussed the possibility of adjusting fees to match the Lake County fee schedule. The Council did not agree on a conclusion and decided to discuss again in the future 1 City of Clermont MINUTES COUNCIL WORKSHOP JUNE 9, 2011 Medical Self Insurance Update City Manager Saunders reported on the return after the first quarter. We are $35,000 in the good due to claims which were less than projected; however there were more claims in the month of May. He informed Council of the new wellness program for employees Other Mayor Turville inquired about the audit search committee. City Manager Saunders noted the committee has received six (6) responses to the RFP. City Manager Saunders distributed the annual CAFR to Council. We received an award for outstanding financial statements again from the Government Finance Officers Association (GFOA). Overall, it was an excellent audit and only received two (2) comments Council Member Goodgame suggested City Manager Saunders and Mayor Turville meet with the Jenkins family to discuss the Jenkins name on the new building. Mayor Turville asked Mr. Saunders to initiate correspondence to inquire if there is any interest in maintaining name association with the building.
