11-29-2011 Council Workshop City of Clermont MINUTES COUNCIL WORKSHOP NOVEMBER 29, 2011 The Clermont City Council met in a workshop on Tuesday, November 29, 2011 in the City Council Chambers. Mayor Turville called the workshop to order at 5:30pm with the following Council Members present: Van Wagner, Mullins, Goodgame and Hogan. Other City officials present were: City Manager Saunders, City Attorney Mantzaris, City Clerk Ackroyd and Assistant to the City Manager Hollerand. South Lake Business Resource Center /Incubator Sean Parks, Lake County Commissioner, expressed his desire to help Clermont achieve economic development goals. r Scott Blankenship, Lake County Economic Development Director, reviewed the Economic Development Action Plan, Organization, Strategy and Desired Outcome for Business Opportunity Centers in south Lake County. He requested Council consideration of financial support to move forward with the goals of the program. The amount of the request is $60,000 annually for a three year commitment amongst the five municipalities in south Lake County, if they are in agreement with the concept. Council Member Van Wagner requested a more defined criteria. Jenkins Replacement Update Tim McNicholas, C.T. Hsu & Associates, provided an update on the Jenkins replacement building He reviewed the recommended proposed finishes for the facility. City Manager Saunders noted staff is in full agreement with the recommendation. Council was in agreement with the recommendation. Mike Latham inquired about addressing the needs of the South Lake Chamber. City Manager Saunders noted the Chamber would like movable racks in the main lobby to display materials and staff did not foresee an issue with the request. Lakeshore Drive Traffic City Manager Saunders stated Paul Fallman requested to address the Council with his concerns regarding traffic on Lakeshore Drive at the Lake Winona Bridge area. Mr. Saunders received a letter with 16 signatures and read the letter in its entirety requesting speed bumps for safety reasons. Paul Fallman; 879 W. Lakeshore Drive, expressed concern with traffic on Lakeshore Drive between Hooks Street and 12` Street. He proposed a solution to change the speed limit to 25 mph from Hooks Street to 561; change the speed limit at the bridge from 15 mph to 20 mph with additional signage to encourage slower traffic; add stop signs at Hooks Street, East Avenue, Lake Avenue and 12 Street as they are dangerous intersections; add speed tables on both sides of the bridge; biweekly speed checks at rush hour for 3 months followed by monthly speed checks for 6 months; a plan in place when Hooks ' Street is completed; and implement traffic calming measures on local roads. Hope Lamb, 519 Mar Nan Mar, expressed concern with reducing the speed limit and was not in opposition to the suggested speed tables. 1 City of Clermont MINUTES COUNCIL WORKSHOP NOVEMBER 29, 2011 Don Tracy, 800 Lakeshore Drive, recommended speed bumps to slow traffic. Cuqui Whitehead, 837 5 Street, concurred with the concerns made by Hope Lamb. Mayor Turville noted Council will confer with staff to determine placing on an agenda. Wally Herda expressed concern with safety on Minnehaha. Paul Fallman further added the population has increased and would like to make the neighborhood safe. Other City Manager Saunders suggested offering office space at City Hall for Cecelia Smith when dealing with Economic Development in south Lake County. He requested permission from the Council. Council was favorable to the request. A motion was not necessary. City Manager Saunders reported Lake County is moving forward with establishing the next leg of the South Lake Trail which will run from West Beach across the bridge through Inland Groves Park. A major portion will be on the park property. Lake County asked if the City of Clermont would be interested in taking possession of that section of the trail which would include the maintenance of it. This would require an inter -local agreement with the city. There were no issues expressed of the City Council. ADJOURN: With no further comments, the workshop was adjourned at 6:55pm. 2
