Police Officers /Firefighters Pension Board of Trustees Joint Meeting
March 27, 2008
Meeting started at 9:00 a. m. in the Clermont City Hall conference Room No.
332. Police Officers' trustees present were Keith Mullins, Harold Cummings, Mat
Schafer and Gary Holmes. Firefighters' trustees present were Kevin Rausch,
Frank Maglione, Russ Stromberg and Ray Goodgame. Joe Van Zile,
Administrative Services Director was also present.
Mr. Van Zile welcomed the new trustees and gave a brief history of the board's
responsibilities and purpose.
Selection of Chairperson was discussed. Keith Mullins made a motion and was
seconded by Harold Cummings that Gary Holmes be the Chairperson of the
Police Officers Pension Board. All members voted unanimously. Frank
Maglione made a motion and seconded by Ray Goodgame that Kevin Rausch be
Chairperson of the Firefighters Pension Board. All members voted unanimously.
Selection of Secretary was discussed. Keith Mullins made a motion and was
seconded by Harold Cummings that Mat Schaffer be the Secretary of the Police
Officers Pension Board. All members voted unanimously. Ray Goodgame made
a motion that was seconded by Frank Maglione that Russ Stromberg be
Secretary of the Firefighters pension Board. All members voted unanimously.
Selection of the fifth member was discussed. Trustees requested
advertisements be placed in local newspapers and on the City's website
requesting interested persons to apply. Mr. Van Zile state that he would arrange
for the advertisements.
Chairperson Rausch indicated that it was his understanding that the appointment
of City Council Members Mullins and Goodgame to the Police and Fire Pension
Boards, respectively could be considered a conflict of interest by the State
Division of Retirement. Mr. Van Zile stated that he would check with City
Attorney Mantzaris and clarify this issue before the next meeting.
Future meeting formats was discussed. Chairperson Rausch suggested that
there should be at least one joint meeting and one meeting of the Police Officers
Board and one meeting of the Firefighters Board every quarter. Trustees agreed.
Chairperson Rausch reminded everyone that they were subject to the Sunshine
Laws. Mr. Van Zile stated that he would arrange for information regarding this to
be distributed to trustees.
Financial Disclosure Forms for trustees was discussed. Mr. Van Zile stated that
he would provide the names of the trustee members to the appropriate agency in
order for the forms to be distributed the trustees.
Trustees discussed the upcoming Pension Trustees conference to be held in
Tallahassee in May. Trustees interested in attending were to contact the
chairpersons and Mr. Van Zile indicated his office would assist in making the
arrangements.
It was the consensus of the trustees that the Secretary's would prepare the
minutes of future meetings. It was also noted that the Chairperson would be
responsible for the scheduling of future meetings as well as to prepare the
agendas and arrange for distribution of materials to the other board members..
Mr. Van Zile was directed to prepare the minutes of this meeting.
