04-11-2012 Council Workshop T City of Clermont MINUTES COUNCIL WORKSHOP • APRIL 11, 2012 The Clermont City Council met in a workshop on Wednesday, April 11, 2012 in the Council Chambers at City Hall. Mayor Turville called the workshop to order at 7:30pm with the following Council Members present: Van Wagner, Mullins, Goodgame and Hogan. Other City officials present were: City Manager Saunders, City Clerk Ackroyd, Police Chief Graham and Assistant to the City Manager Hollerand. FDOT/MPO — State Road 50 Study Update Representatives were not available to attend the workshop. Clermont Downtown Partnership — H. O. G. Rally Event & Food Truck Event Mary Prescott was present on behalf of the Downtown Partnership The Downtown Partnership is coordinating a Poker Run event for the Harley Ownership Group (HOG) State Convention They will be staying at Mission Inn and are expecting 500 riders. The event is tentatively scheduled to be in downtown Clermont on October 31 from 4:30pm — 9:OOpm. The Elks Club has agreed to sponsor a,beer and wine garden under their licensing in their parking lot with a containment, area. She requested support from the city. City Manager Saunders noted the city is being asked to allow the event, the beer garden, trash collection after the event and police security. The Council supported the event and agreed to provide Police Officers. It will be placed on a Council agenda for approval. City Manager Saunders reported on a Food Truck Rally event and would be placed on a Council meeting agenda for approval. Retreat Follow Up Discussion , Ann Dupee, 389 Division Street, requested the Council discuss and create a plan for the vision of downtown and the community. Council and staff discussed options of communicating more effectively to the public of past and future items and suggested a Town Hall meeting and a Public Information Officer Council and staff discussed city sponsored events. There was discussion of a long range adopted vision plan. The City Council agreed to have staff look into a community wide visioning plan for the next 10, 15 and 20 years City Manager Saunders provided an update on Kehlor Park. There may not be a need for this building with the new Community Center and other facilities available. Council Member Mullins suggested an additional tennis court in place of the building. City Manager Saunders followed up on the request to plant trees along Citrus Tower Blvd from Steve's Road up to Hooks Street. There is no irrigation on that stretch of roadway. City Manager Saunders reported the owner of the property, Mark Chodos, is not interested in a property swap next to Historic Village as Council requested during the retreat. The City received three responses for the Impact Fee Study Request for Proposal and staff will bring the recommendation to Council. 1 City of Clermont MINUTES COUNCIL WORKSHOP APRIL 11, 2012 ISBA — Inter local Service Boundary Service Agreement Discussion City Manager Saunders reported that entering into an ISBA agreement with Lake County is not as appealing as it was previously due to having to provide city services once property is annexed. He suggested considering commercial property. City Manager Saunders distributed Florida Statutes regarding Inter Local Service Boundary Agreements for Council to review for discussion at a later date. Meter Installation — Boat Ramp Parking Meter Proposal City Manager Saunders proposed a parking meter machine at the boat ramp and Waterfront Park as the city is losing revenue. The cost is approximately $9,000 and it accepts credit cards and cash. Mayor Turville suggested communicating to the residents through the water bill regarding the availability of the parking pass. Mr. Saunders will place on an agenda for Council consideration. Property — Waterfront Acquisition Discussion • City Manager Saunders reported on property for sale west of the boat ramp as previously discussed by Council. The asking price is $150,000 and the appraised value is $125,000. The only funding source would be General Fund reserves. The Council expressed interest in purchasing the property and asked City Manager Saunders to negotiate a price. Waterfront Swim Area — Report City Manager Saunders reported the city will not be able to open the swim area. Staff will post signage noticing the beach is open and the swim area is not open. There are funds in the budget for lifeguards this year however the city will not be hiring lifeguards. Chamber of Commerce Publication — Advertising Options City Manager Saunders reported on a request for a one year publication for the Chamber of Commerce guide. The request is for Council to purchase an advertisement. The options are $3,200 for 2 pages of ads plus 2 pages of editorial or a 1 page ad with 1 editorial page for $1,600. Ray San Fratello, President of the South Lake Chamber of Commerce, noted it is critical to have the City of Clermont participate in the publication. The city has previously been the primary advertiser This is the Economic Development, Tourism and Visitor guide for all of south Lake County. Mayor Turville "directed City Manager Saunders to place on the agenda for Council consideration Other City Manager Saunders noted the Council previously approved an ordinance to allow impact fees to be paid at the time of Certificate of Occupancy instead of time of permit. That ordinance has a sunset date and could help businesses to reenact the ordinance The Council asked staff place, on an agenda Council Member Goodgame reported there will be a dedication ceremony of the Quonset hut at Historic Village on May 19.
