06-05-2012 Regular Meeting City of Clermont - MINUTES PLANNING AND ZONING COMMISSION JUNE 5, 2012 Page 1 The meeting of the Planning & Zoning Commission was called to order Tuesday June 5, 2012 at 7:00 p.m. by Chair Cuqui Whitehead. Other members present were Bernadette Dubuss, William Henning, Nick Jones, Judy Proli and Raymond Loyko. Also' in attendance were Jim Hitt, Planning and Zoning Director, Dan Mantzaris, City Attorney, and Rae Chidlow, Administrative Assistant. MINUTES of the Planning and Zoning Commission meeting held May 1, 2012 were approved as amended. REPORTS Chairwoman Cuqui Whitehead stated that she turned in her resignation to run for City Council. The resignation is not effective until Seat 1 is sworn in for the new election. 1. REQUEST FOR CONDITIONAL USE PERMIT PROJECT NAME: South Lake Hospital—Multi-purpose Fields OWNER/APPLICANT: South Lake Hospital, Inc. REQUESTED ACTION: Request to amend a Conditional Use Permit for a Planned Unit Development (Res. No. 1551) to allow the addition of four multi- purpose sports fields. LOCATION: North of Legends Way, south of Oakley Seaver Dr. and east of Citrus Tower Boulevard. FUTURE LAND USE: Public Facilities/Institutional ZONING: UE (CUP for a PUD) Planning Director Jim Hitt presented the Staff report as follows: The applicant is requesting an amendment to their Conditional Use Permit to add four new multi- purpose sports fields`with parking and bathroom facilities. These fields are in addition to the existing fields and uses previously approved for the overall Hospital site. These fields are to be - developed and used for an indefinite period of time, until the land is developed for medical and office uses as previously envisioned by past Conditional Use Permits. There are four fields planned — two on the north side of Legends Way, one on the south side of Legends Way and one on the new Don Wickham Blvd. extension. The multi-purpose fields are being built using Lake County grant monies and will be used for youth soccer, college and international competition teams. All previous Conditional Use Permit requirements will remain intact where applicable. This amendment pertains to the new multi-purpose fields. These fields are considered long term, but the Hospital would still consider them temporary in the long term plan for the site, which will City of Clermont MINUTES PLANNING AND ZONING COMMISSION JUNE 5, 2012 Page 2 eventually be for offices and similar uses. Site plans for any proposed changes will still have to be submitted to the City for proper review and development procedures. The Hospital would also like to delay the road construction requirement from Legends Way to S.R. 50 that was part of the previous Conditional Use Permits. This request is outlined in the new Conditional Use Permit under Section 5 Transportation Improvements #5. There are four variances associated with this Conditional Use Permit amendment for the multi- purpose fields which include the following: > Grass parking with stabilized dnve isles > Retaining wall higher than six feet > Light poles in excess of 30 feet > Cut and fill in excess of 15 feet > No perimeter buffer landscaping > No parking lot landscaping Parking is being provided at 60 spaces per field. The proposed Conditional Use Permit conditions do include a provision that if this proves to be inadequate, the City can reopen the Conditional Use Permit to address the issue. Staff believes this is an appropriate location for the multi-purpose fields and associated facilities. Staff recommends approval of the amendment to the Conditional Use Permit. Rick McCoy, 606 S. Main Ave., Minneola, stated that the hospital came to him to put in soccer fields. He stated they will have to some extreme contouring of the land to create a flat ground for the fields but he feels the fields will be good for the community. Commissioner Dubuss asked if postponing the road extension will interfere with traffic getting to the property. Mr. Hitt stated that the property will be accessible from three different routes so he does not see this as an issue. Commissioner Proli asked if the lighting for the fields will be a nuisance for the hotel. Mr. McCoy stated that the hotel will probably enjoy the fields being there for out of town games and people who will need hotels. City of Clermont MINUTES PLANNING AND ZONING COMMISSION JUNE 5, 2012 Page 3 Commissioner Loyko asked about providing a crosswalk for pedestrians going from the hotel to the fields. Mr. McCoy stated that they might end up with a crosswalk because it is a concern, but the fire -station is right there as well so drivers should be slowing down anyways. Commissioner Loyko asked if this issue needs to be addressed at this time or is it something that will be addressed when it becomes a concern. Mr. Hitt stated that he can convey that concern in his motion in regards with the pedestrian crossing from the hotel to the ball fields. City attorney Dan Mantzaris stated that a condition can be added to Section 2, Condition 4 which deals with the parking issues. He stated that adding it to this condition will allow the City to bring the Conditional Use Permit back to Council if it becomes an issue. Commissioner Loyko stated that he likes what Mr. Mantzaris just stated. Chairwoman Whitehead stated that her concern is bus parking. Mr. McCoy stated that there will be more parking room because they are asking for variances for grass parking and landscaping so there will essentially be more room to park. He stated that they will be grading and stabilizing the property so it will support buses. He stated that he feels 60 parking spaces will be enough for the soccer fields. - Chairwoman Whitehead stated that there will need to be room for the buses as well. Mr. McCoy stated that when the buses come there should be fewer cars. He stated that Legends Way is city controlled road so if the City wants them to do a school type zone and crossing at the field location, they will do that. Commissioner Loyko stated that when he's been at the restaurants near the ball fields when the games have ended and he has watched hoards of people crossing the road to get to the restaurants. He stated that he doesn't want to get to the point where they have to put up signs and flashing lights. • Mr. McCoy stated that it makes people aware that pedestrians maybe crossing. Commissioner Proli asking if there was plenty of lighting on Legends Way in that area so that when kids cross the road drivers will see them. Mr. McCoy stated that they will need to look into the lighting issues for Legends Way. City of Clermont MINUTES PLANNING AND ZONING COMMISSION JUNE 5, 2012 Page 4 Commissioner Dubuss moved to recommend approval of the conditional use permit with the additional language pertaining to the parking and pedestrian traffic, if it becomes an issue the conditional use permit will be brought back to City Council; seconded by Commissioner Proli. The vote was unanimous to recommend approval for the conditional use permit to City Council. There being no further business, the meeting was adjourned at 7:27 pm.
