COUNCIL WORKSHOP
JUNE 28,2012
The Clermont City Council met in a workshop on Thursday, June 28, 2012 in the Council Chambers at
City Hall Mayor Turville called the workshop to order at 6 OOpm with the following Council Members
present Van Wagner, Mullins, Goodgame and Hogan Other City officials present were City Manager
Saunders,City Clerk Ackroyd, and Assistant to the City Manager Hollerand
Inland Groves Park—Master Plan Presentation
Representatives from Aecom presented the Clermont Inland Groves Conceptual Master Plan The
lakeside Phase I includes a fishing pier, restrooms, pavilion, floating dock, volleyball, nature trails, and
supporting site furnishings The inland side for Phase I include two dog parks, restrooms, pavilion,
playground,parking, and nature trails
Council provided changes to the plan including moving the kayak area closer to the fire pit, movmg the
boat area away from the fishing pier, adding another stall in the ladies restrooms, locating the dog parks
near the observation area, and inclusion of a bird watch Staff will work with Aecom to incorporate the
suggestions and return before Council with a revised master plan
Consery II—City/County Interlocal Agreement
City Manager Saunders and County Manager Gray have been working with Consery II towards a
commitment to provide the City with reuse water and for the County to obtain road nghts-of way for a
connector road to U S Highway 27, County Road 429, a connector road running north to Hartwood
Marsh Road,and a regional park area
An outline of an mterlocal agreement between the City of Clermont and Lake County regarding Consery
II was presented This unified approach would provide both the County and the City with more leverage
as the annexation rules for the City and the County would be the same
Council was in agreement to proceed with pursuing the mterlocal agreement
City Visioning—Process Discussion
City Manager Saunders expressed the need for the City to develop a strategic visioning plan for the future
of the City and provided an outline and a review of a typical visioning process The purpose is to develop
value-based pnnciples which descnbe the preferred future of the City for the next fifteen to twenty years,
generate creative thinking, produce a common goal for the future, and provide the citizens a sense of
control The first step involves a Request for Proposal to hire a consultant and recruit a steenng
committee of eight to ten people to identify stakeholders from the community who should be involved
Public workshops are held to inform citizens about the plan Small groups from the steenng committee
and the stakeholders would be formed and information on specific issues and possible solutions are
identified City-wide questionnaires would be used, along with follow-up workshops
The second step involves the development of a strategic plan, an action plan containing specific goals and
actions, and marketing the plan to the community

City Manager Saunders explained the new sector plan process approved by the State of Flonda which
allows for large areas to be planned for and adopted by the government entities involved, and then
approved by the State The planned property would not go through the State's Development of Regional
Impact process Lake County has set aside money for the sector plan process and the City's vision
planning process will be important as the sector plan is being developed
Council Members VanWagner and Goodgame expressed concerns regarding City Manager Saunders
continuing in leadership in the vision of the City Mayor Turville and Council Member Mullins
expressed support for City Manager Saunders Council Member Hogan stated the City Manager has done
a good job
Council was in agreement to move forward with the Request for Proposal for visioning
ISBA—Interlocal Service Boundary Service Agreement Discussion
City Manager Saunders stated the Groveland ISBA is close to completion He inquired if Council would
like to move forward with an ISBA and invite other cities to participate The ISBA will allow discussions
regarding issues such as annexation and service provisions
Council was in agreement to move forward with the ISBA
Economic Development—Position
City Manager Saunders stated the item was placed on the agenda by Council Member VanWagner
Council Member VanWagner commented the City should consider dedicating a position towards
Economic Development and consider promoting other events and suggested putting funds in the budget
City Manager Saunders stated the budget session would be the appropriate venue to decide if funding
could be justified for the position He suggested the position handle economic development along with
other tasks
Council Member Mullins agreed the City would not require a full time person and suggested Planning &
Zoning as the appropnate department to handle the function
Council Member Goodgame commented the City should wait until the visioning process is completed
Council was in agreement to place Economic Development in the budget discussion sessions
Splash Park-Discussion
Council Member VanWagner requested the item be included in the budget City Manager Saunders
stated the draft budget included$250,000 for a splash park

Tim Murry—Renaming Bloxam Avenue to Martin Luther King Avenue
City Manager Saunders distributed a letter from Tim Murry, the Treasurer for Chnstian Men in Action,
requesting Council consider changing the name of Bloxam Avenue to Martin Luther King Avenue
Tim Muny requested the renaming of Bloxam Avenue, or portions of Bloxam Avenue, to Martin Luther
King Avenue and inquired as to the proper procedure
Mayor Turville suggested Mr Muny obtain a petition signed by the people who would be affected by the
address change Tim Murry will pursue a petition
Red Light Cameras—Updates
Council Member Goodgame requested an update on the status of red light cameras
City Manager Saunders commented the legislature has determined it is allowed, although there is still one
pending court case in Pasco County The new law requires a set fee for each location, which, if tickets
are not written, would cost the City money The proposed contract has resolved the issue and should
Council wish to pursue red light cameras staff will move forward with a contract
After discussion,Council was in agreement to have the issue brought back at a later date
Other
City Manager Saunders addressed the Council Chamber sound system and commented money was placed
in the next budget The estimated cost is between $5,000 - $7,000 and staff would like to move forward
in the current budget year Council was in agreementpto move forward
City Manager Saunders stated the Groveland ISBA was close to completion and requested an elected
official from each involved city to commit to a meeting in the morning on July 17 in Groveland Council
Member Mullins will attend
Representative Larry Metz contacted City Manager Saunders regarding leasing office space in City Hall
for himself, an aide, and a receptionist Council was in agreement to locate office space for
Representative Metz
City Manager Saunders discussed a letter from the Montverde Academy requesting a contnbution to their
centennial celebration Council expressed they were not interested
City Manager Saunders mentioned the City closed on the new Police station site
ADJOURN: With no further comments, the workshop was adjourned at 10 25pm
