SEPTEMBER 6, 2012
FIRST PUBLIC HEARING - FISCAL YEAR 2012-2013 BUDGET
The Clermont City Council met in a special meeting on Thursday, September 6, 2012 in the Council Chambers at
City Hall. Mayor Turville called the meeting to order at 7:00 pm with the following present: Council Members
Mullins,Goodgame,Hogan and Van Wagner. Other City officials present were: City Manager Saunders,Assistant
to the City Manager Hollerand, City Clerk Ackroyd and Administrative Services Director Van Zile.
Mayor Turville stated the proposed millage rate is an increase of approximately 34 percent.
Resolution No. 2012-23 Tentative Ad Valorem Millage Rate
Mayor Turville read Resolution 2012-23 aloud in its entirety.
A Resolution of the City of Clermont of Lake County, Florida, adopting the tentative ad valorem
millage rate for the fiscal year beginning October 1,2012,and ending September 30,2013;providing
for collection of taxes; providing an effective date.
Mayor Turville opened the public hearing.
Hope Lamp, 519 Mar Nan Mar Place, opposed an increase in the millage rate.
Jim Purvis,4206 Hammersmith Drive,commented on the decision the Council has to make whether to take funds
from reserves or increase taxes.
Will Droege, 1370 W. Lakeshore Drive,thanked Mr. Saunders for doing a good job and inquired how the Council
will spend the proposed increase in taxes.
Bob Bowman, 723 W. Montrose Street, opposed a tax increase of the proposed 4.19 millage rate.
Charles Forth, 939 W. Desoto Street, expressed concern with the budget shortfall.
Charlene Forth, 939 W. Desoto Street, expressed concern with how the increase will affect others in the city.
Ann Dupee, 389 Division Street, supported an increase to the rolled back rate.
Council Member Goodgame questioned the amount the city pays on lawsuits. City Manager Saunders stated the
city's insurance is through the Florida League of Cities and $25,000 is the exposure of any lawsuits with no
judgments against the city.
Mayor Turville closed the public hearing.

City Manager Saunders noted under the Truth in Millage(TRIM),the Council is required to discuss the millage first.
Council Member Van Wagner questioned staffs recommendation for the millage rate.
Administrative Services Director Van Zile stated the budget presented in July recommended a 3.729 millage rate
which is a 13.26 percent increase.The city would be budgeting$760,415 out of reserves with the increase to 3.729.
Mayor Turville opposed a tax increase and suggested taking funds from reserves this year.
Council Member Mullins stated the most we would support is an increase above the rolled back rate.
Council Member Goodgame expressed support for an increase and suggested a skateboard park, splash park, and
support for the Moonlight Players.
Council Members Hogan, Goodgame and Van Wagner expressed support for a 3.729 millage rate.

Administrative Services Director Van Zile read the proposed amended Resolution 2012-23 aloud in its entirety.
Council Member Hogan moved for adoption of Resolution 2012-23 as amended to 3.729:seconded
by Council Member Goodgame The motion passed 3 to 2 with Mayor Turville and Council Member
Mullins opposing.
Resolution No. 2012-24 Tentative Budget
Mayor Turville read Resolution 2012-24 aloud by title only.
A Resolution of the City of Clermont, Lake County, Florida, adopting the tentative budget for the
2012-2013 Fiscal Year.
Administrative Services Director Van Zile reported this resolution adopts the budget for the City of Clermont.The
number included in the paragraph will change based on Resolution 2012-23 to take into account of the 3.729 millage
rate. The revised total is $88,104,389.
Mayor Turville opened the public hearing.
Hope Lamb, 519 Mar Nan Mar Place, requested an audio recording of this meeting. She further expressed
opposition with an increase in taxes.
Ann Dupee,389 Division Street,suggested staff present the budget and provide a budget summary to the audience in
the future.
Mayor Turville closed the public hearing.
The Council discussed funding of the Historic Village. A financial report was distributed to the Council.

Council Member Hogan moved to adopt Resolution 2012-24 as amended: seconded by Council
Member Goodgame. The motion passed 4 to 1 with Mayor Turville opposing.
City Manager Saunders stated in response to comments on the budget and staff, the city has an independent audit
each year and has always received clean audits. Furthermore, the city has received the Award for Excellence in
Financial Reporting from the Government Finance Officers Association(GFOA) for the last 25 years.
