Tetra Tech is pleased to furnish the revised proposal for professional services related to
the addition of finished water transmission mains to the Westside WTP project. As
requested the 2,000 LF of finished water main along Highland Avenue has been removed
from the scope, reducing the survey and design services. Additional details are included
in the detailed scope of services attached.

SCOPE OF SERVICES
Westside Water Treatment Plant
Finished Water Transmission
A. BACKGROUND
The City has requested a finished water transmission main be installed parallel to the proposed raw water
main to be installed from the Fourth Street Well to the Westside WTP General alignment of the
transmission water main is summarized below:
Fourth Street(Approx.4,450 LF)
• South on East Ave.to Chestnut St.
• West on Chestnut St. to 3rd St
• South on 3rd St.to Seminole.
Services to be completed are further described herein and shall be performed in accordance with the City
of Clermont/Tetra Tech,Inc.professional engineering services agreement dated October 13,2009
B. SCOPE OF SERVICES
Task 1—Western Service Area Finished Water Modeling
Tetra Tech will update the existing hydraulic model provided by AECOM in August 2011 from the 2008
Potable Water Master Plan to evaluate the finished water HGL and finished water pipe sizes at the
proposed Westside WTP. The model provided included one peak hour demand (PHD) flow scenario at
existing water demands. The following modifications to the model will be made:
• Add reservoir to represent the new Westside WTP
• Remove existing elevated storage tank on the WTP site from the model.
• Revise the Western Service Area PHD set to match the new proposed PHD through a global
demand factor change.
• Create an Average Day Demand scenario by adjusting the PHD demands through a global
demand factor change matching the PHD/ADD peaking factor.
• Add the new/future pipelines from the attached Figure provided by the City to the distribution
system model.
Following modifications to the hydraulic model,Tetra Tech will run two scenarios:
• Peak Hour Demand
• Average Day Demand
Results from the two scenarios will be used to recommend the finished water pipeline size leaving the
proposed Westside WTP and the proposed HGL of the Westside WTP. Services will not include
calibration of model

Task 2—Final Design
The final design will result in preparation of the bidding and contract documents, engineering drawings
and technical specifications, which will be submitted to the City for review at 90- and 100-percent
completion levels. The new transmission mains will be included in the 90-percent submittal and will
generally include: the finished water transmission mains and interconnect drawings in plan and profile
views. The 100-percent submittal will generally include• transmission mains and interconnect drawings
in plan and profile views and specifications (technical and bidding) incorporating the comments received
from the City on the 90-percent submittal and an opinion of project construction cost.
Task 3—Construction Administration
The additional route added to the project has an effect on the complexity of the construction as well as the
time for completion. The original scope reflected a 12 month time for completion and monthly site visits.
Due to the additional improvements,the construction period will be increased to 14 months,an additional
two (2) site visits are included to account for both the monthly site visits and to address construction
issues as required. Also,the additional duration and complexity of the project will necessitate additional
coordination,preparation of responses to RFIs from the contractor,and submittal reviews.
Assumptions
• Proposed finish water main from East Ave to Seminole St. will be installed on the same side of
the road as the proposed raw water main No additional survey is proposed for the along this
corridor.
• Supplemental title work for pnvate properties,if required,will be paid by the City
C. COMPENSATION SUMMARY
The proposed Lump Sum compensation for the Scope of Services descnbed above is $28,840 as
described in Section B.
D. SCHEDULE
The Work described above will require and additional two months of design services.
