Special Meeting
November 13,2012
The Community Redevelopment Agency (CRA) met on Tuesday, November 13, 2012 in
the Council Chambers at City Hall. Community Redevelopment Agency Chairman
Turville called the meeting to order at 6:45pm with the following CRA members present:
Mary Jo Pfeiffer, Keith Mullins, Ray Goodgame and Rick Van Wagner. Other City
officials present were: City Manager Gray, Assistant to the City Manager Hollerand and
City Clerk Ackroyd.
Approval of Minutes
Community Redevelopment Agency meeting minutes of September 25, 2012.
Community Redevelopment Agency Member Goodgame moved for the
approval of the CRA minutes of September 25, 2012; seconded by
Community Redevelopment Agency Member Mullins. The motion passed
with all members present voting aye.
New Business
Planning and Zoning Hitt provided a summary of the grants to date.
Item No. 1 Facade Improvement Grant
Clermont Office Suites
Planning and Zoning Director Hitt presented the grant request for the Façade
Improvement Grant Program. Clermont Office Suites is located at 836 W. Montrose
Street. The CRA criterion requires no physical renovation or work be done until approved
by the CRA, a contract was completed and Notice to Proceed was issued. The request is
for three new canvas awnings. Three quotes have been attained for the requested item as
required by the criteria. The low bid cost is $1,086.30. The total request is $814.73 and
the 25 percent applicant cost/match is $271.57.
The criterion states there is only one grant per storefront every three fiscal years. Each
storefront is allowed up to $5,000 with 25 percent matching funds by the applicant. This
applicant previously received a grant in August 2012 for painting that was for only
$1,425. Staff believes the intent of the three year cap was to allow other applicants to take
advantage of this program but not to prohibit an applicant from being allowed to fully
utilize their limit. Staff recommended approval and to allow other applicants with similar
circumstances to submit a second application as needed within the three fiscal year period
provided the $5,000 limit is not exceeded. With this approval, staff will amend the
application cnteria.
Mayor Turville opened the public hearing. There were no comments. Mayor Turville
closed the public hearing.
Community Redevelopment Agency Member Mullins moved to change
the application and process as recommended by staff; seconded by
Community Redevelopment Agency Member Goodgame. The motion
passed with all members present voting aye.

the grant for Clermont Office Suites; seconded by Community
Redevelopment Agency Member Goodgame. The motion passed with all
members present voting ave.

Item No. 2 Facade Improvement Grant
Michelle and Richard Formato
Planning and Zoning Director Hitt presented the ,grant request for the Façade
Improvement Grant Program. The business location is 761 and 763 W. Montrose Street.
The CRA criterion requires no physical renovation or work be done until approved by the
CRA, a contract was completed and Notice to Proceed was issued. The request is for two
front windows; lath and stucco; cleaning and painting the building. Three quotes have
been attained for the requested items as required by the criteria. The total low bid cost of
the exterior improvements is $6,907.80. The total request is $5,000 and the applicant
cost/match is $1,907.80. Permits may be required for the window replacement which is
not covered by the grant. Staff recommended approval.

closed the public hearing.

approve; seconded by Community Redevelopment Agency Member Van
Wagner. The motion passed with all members present voting aye.
