NOVEMBER 14, 2012
The Clermont City Council met in a workshop on Wednesday, November 14, 2012 in the Council
Chambers at City Hall. Mayor Turville called the workshop to order at 7:00pm with the following
Council Members present: Van Wagner, Mullins, Goodgame and Bates. Other City officials present
were: City Manager Gray, City Clerk Ackroyd, City Attorney Mantzaris and Assistant to the City
Manager Hollerand.
Summit Greens Traffic Light
Lake County Public Works Director Jim Stivender presented information on the North Hancock Road
corridor to include project overview, governing documents, corridor analysis, intersection evaluation, and
recommendations Lake County will continue to monitor intersections for traffic signal need or median
modification in the future; program the short term improvements; program the long term improvements
when warranted by engineering study of traffic and safety data on the comdor. The estimated cost of a
traffic signal is $150,000. Lake County requested financial assistance of 50 percent from the City of
Clermont with the Lake County Board of County Commissioners having the final decision on the light.
Mayor Turville requested staff place on a Council agenda for discussion.
ADG Police Station Presentation
Architect Design Group presented the proposed design of the Police Station.
The Council discussed the elevations, stairway tower and glass windows.
Mayor Turville directed staff to place on an agenda for approval and to contact City Manager Gray of any
issues
Fee Structure for Highlander Pavilion and Community Center
Recreation Manager Teske reviewed a proposed fee schedule for the Community Center and Highlander
Pavilion.
Council discussed changing the non-resident rate to $100 for the Community Center and discussed a
change to the deposit range.
There was a consensus from the Council for the proposed fees with the recommended changes and
requested staff to place on an agenda for approval.
Caribbean American Association of Lake County Event—Milton Thompson
Staff reviewed the request for the Caribbean event at the old rate versus the new proposed rate.
Milton Thompson requested the city sponsor the event. City Manager Gray suggested the Council
consider waiving the fee for the city to sponsor the event. Mayor Turville requested Mr. Thompson
contact City Manager Gray.
City Manager Gray suggested eliminating the parking fee at waterfront park, not the boat ramp. Also, he
recommended eliminating the non-resident fee for sports leagues due to contributions from Lake County.

The Council supported the proposed changes by City Manager Gray.
Mayor Turville recessed the workshop at 10:02pm; the workshop was reconvened at 10:11pm.
City Visioning RFP
City Manager Gray noted the city advertised a Request for Proposal for city visioning. However, he
would prefer to discuss visioning at a retreat and where the Council wants the city to be in 10 years.
Robert Thompson, South Lake Hospital, commented the hospital is reviewing their vision and will be
returning to Council with a plan to create a brand that fits in with the community as a whole.
The Council expressed support.
Future Workshops and Council Retreat
City Manager Gray recommended a retreat in January and suggested designating a certain date each
month for a workshop. It could be cancelled if it is not needed. The Council did not reach a consensus.
ISBA—Inter local Service Boundary Service Agreement Discussion
City Manager Gray commented the ISBA was initiated by the city and invited Lake County and
neighboring municipalities. He contacted former City Manager Wayne Saunders to obtain more
information. The topics suggested to discuss are properties to,consider annexing toward the east that the
city has utility agreements with,code enforcement issues in the Joint Planning Area and fire service.
Mayor Turville requested City Manager Gray provide Council with a list of pnonties before it is
finalized.
City Attorney Mantzans stated when the process is initiated, an elected official will need to attend the
first meeting
Red Light Cameras Update
City Manager Gray reported the ordinance introduction was on November 13 and the final public hearing
will be on November 27. In 2010, the state legislature passed a law to govern red light cameras The
proposed ordinance will comply with state law. Staff has been in conversations with ATS, a provider of
red light cameras. There are contracts with other cities to piggy back from, if there is interest from the
Council.
Council Member Van Wagner recommended having the public hearing and the contract on the same
meeting agenda.
City Attorney Mantzans expressed concern with the city's exposure in the event there is a legal challenge
and whether the contract has appropnate language to address it.
City Manager Gray stated the ordinance public hearing will be changed to the first meeting in December.

Citizen Budget Committee Discussion
City Manager Gray and Administrative Services Director Van Zile proposed a citizens budget committee
The Council expressed concern.
Council Member Mullins suggested staff present the budget to citizens at other venues The Council
supported the idea.
Other
City Manager Gray proposed a cost of living increase for employees.

Administrative Services Director Van Zile presented 11 options for consideration to include a lump sum
and a percentage increase and reviewed comparisons from other surrounding municipalities. The funds
would have to come from reserves
The Council supported option number 11 to include a 2 percent increase and a$500 lump sum.
Council Member Goodgame inquired about including the Histonc Village within the Community
Redevelopment Agency(CRA). City Manager Gray stated he would look into it.
