MINUTES
CITY COUNCIL RETREAT
FEBRUARY 4, 2013—9:00am
The following were present: Mayor Turville, Council Members Van Wagner, Mullins, Goodgame and
Bates.The retreat was held at the Highlander Pavilion. Staff members present were: City Manager Gray,
City Clerk Ackroyd, Environmental Services Director Kinzler, Planning and Zoning Director Hollerand, City
Engineer Richardson, Assistant City Manager Blankenship, Fire Chief Bishop, Police Chief Broadway,
Finance Director Van Zile, Recreation Director Teske, Human Resources Director Porte, Economic
Development Director Hitt,and IT-Director Dennis. The facilitator was Rick Corbin.
Visioning
Rick Corbin separated the audience and the Council into two groups. Facilitator Rick Corbin asked a
series of questions for the groups to discuss separately. Staff assisted with the brainstorming session
with writing the responses from both groups. At the end of this session, the audience, staff and Council
remarked on the experience gained in this exercise. There were similar views by the community, staff
and Council. The Council agreed to have Mr Corbin return.
Mayor Turville recessed the retreat at 12:09pm;the retreat reconvened at 1:05pm
Update on Consery II and Sector Plan
City Manager Gray provided an update on Consery II. The inter-local agreement between the City of
Clermont and Lake County has been approved by both entities. Lake County and the City of Clermont
will begin meeting with Orange County and the City of Orlando as the current owners of Consery II. Mr
Gray recently met with Alan Oyler', Consultant for St. Johns River Water Management District, his
primary objective is to get water to south Lake County. He serves as the mediator between the agencies.
Thereis a master plan of how to move water around regionally.The next step is to set a meeting with all
four(4)Agency Managers.The first priority is reuse water, right of ways through the Consery II property
and 200 acres for public use such as a park. An elected official designee from each agency is necessary
to negotiate with the-other elected officials.The Mayor will be the designee for the City Council.
Lake County Commissioner Parks presented an update on the South Lake Sector Plan and the planning
for it.
Historic Village Master Plan
City Manager Gray presented a map and aerial of the master plan. The city has been contacted by the
adjacent property owner to sell the property to the city.
Council Member Goodgame proposed building a chapel across from the trail. This would allow the
opportunity to have weddings at the Historic Village He recommended constructing it to resemble the
old Methodist church with a capacity of 76 people. Mr. Goodgame reviewed the Master Plan and
suggested acquiring additional property however the property owner is not willing to sell for the
appraised value.

Council Member Mullins supported a wedding chapel on the lakeside with landscape and parking. He
suggested a long term plan for the Historical Village on the north side of the trail.
Council Member Bates and Mayor Turville agreed with the recommendation of Council Member Mullins.
Council discussed having staff talk to the property owner about selling adjacent property.
Ann Dupee suggested considering community input before spending additional funds on the Historic
Village.
Community Center/Jenkins Auditorium
City Engineer Richardson provided a brief update on the Community Center.The entire project will be
ready for April 1 opening.
City Manager Gray commented on a ribbon cutting event of the Community Center. He recommended
demolishing Jenkins Auditorium due to maintenance costs.
There was a discussion of ideas of what to do with the vacant land Jenkins Auditorium is currently
located and of the Police Station on Montrose Street after the new Police Department is built.
Naming Inland Groves Park
City,Manager Gray reviewed a list of suggested names and provided an update on the park.
The Lake County Commission willvote on March 12 to consider funding a$1.8 million grant out of the
public land fund to the city to develop Inland Groves Passive Park as it qualifies for that program.The
City will deed the sprayfield property to Lake County.The South Lake Trail will be extended and will
begin construction in April.
Council Member Bates suggested involving the local elementary schools to name the park.
Mayor Turville suggested Temple Grove Park.
Other
City Manager Gray reviewed proposed changes to the organizational chart.
The Council discussed time limits of speakers during the Council meetings and agreed to place the rule
on a future agenda for further discussion.
Mayor Turville thanked those in attendance.
The retreat adjourned at 3:49pm.
