MINUTES
REGULAR COUNCIL MEETING
March 12,2013
The Clermont City Council met in a regular meeting on Tuesday, March 12, 2013 in the Council
Chambers at City Hall Mayor Turville called the meeting to order at 7:00 pm with the following Council
Members present: Council Members Mullins, Goodgame, Bates and VanWagner Other City officials
present were City Manager Gray,City Attorney Mantzaris and City Clerk Ackroyd
INVOCATION
Council Member Mullins gave the invocation followed by the Pledge of Allegiance.
PRESENTATIONS
Florida Fish and Wildlife Conservation Captain Gregg Eason and Major Paul Ouellette recognized Police
Officers Hall, Rooney and Avery They were presented with the National Association of State Boating
Law Administrators Award of Commendation for saving the life of a boating accident victim
Police Chief Broadway recognized the following officers for exemplary efforts in 2012. Officers Fowler,
Harris,Avery,Hall,Rooney,Razo, Wells and Sgt.Graczyk
Fire Chief Bishop recognized the Fire Prevention Division and Gary Schindele, Support Volunteer in Fire
Prevention. He read aloud a letter received from Misty Leistikow, First United Methodist Church
Preschool Director,thanking the Fire Department.
Fire Chief Bishop introduced newly appointed Fire Department Lt Enk Strange.
Mayor Turville commended the City of Clermont Police and Fire Departments.
City Manager Gray expressed his gratitude to the public safety staff.
PROCLAMATIONS
Mayor Turville read a proclamation aloud recognizing Bike Florida 2013 Annual Spring Tour.
Mayor Turville recesse&the meeting at 7.28pm,the meeting was reconvened at 7:32pm

Approval of Minutes of the February 26, 2013 Regular Council Meeting
Council Member Goodgame-moved.to approve the minutes of February 26, 2013 as
submitted, seconded by Council Member Mullins. The motion passed with all members
present voting aye
PUBLIC COMMENTS
Jim Purvis, 4206 Hammersmith Dnve, commended city staff He commented the Lake County
Commission voted down the red light at Diamond Players Club. Also, requested changing the utility
billing cycle as it relates to when the late fee is charged.

Wally Herda requested a moratorium on the Progress Energy power station.
Bob Bowman, 722 W. Montrose,commented on the need for a Public Information Officer.
Charlene Forth,939 W.Desoto Street,commended city staff.
Ann Dupee commented on attending the recent Lake County Commission workshop where they
discussed consideration of removing the Lynx bus service and privatizing the Lake County Library
System. She expressed concern and requested Council to consider at a workshop.
Ginger Martin, 2440 Prairie Dunes, commented she agreed with the decision of the Lake County
Commission to not support a red light at Diamond Players Club.
Mayor Turville noted item number 8 has been requested to be tabled and requested consideration.
Item No. 8 Ordinance No. 2013-03;Final Hearing
City Clerk Ackroyd read Ordinance 2013-03 aloud by title only.
An Ordinance of the City of Clermont, Lake County, Florida, adopting an Interlocal
Service Boundary Agreement between Lake County, the City of Groveland, the City of
Minneola, the City of Clermont, the City of Leesburg, the Town of Howey-in-the-hills,
and the City of Mascotte;providing for severability,conflict,and effective date.
Council Member Goodgame moved to table Ordinance 2013-03 to March 26, 2013,
seconded by Council Member Mullins. The motion passed with all members present
voting aye
REPORTS
City Manager Gray reported the Jenkins Farewell ceremony will be held on Friday, March 15, 2013.
Publix,will be donating refreshments. The building will remain open until 7 00pm The next scheduled
Council Workshop will be Thursday,March 21 at 6:00pm
City Attorney Mantzans—No report
Council Member Bates—No report
Council Member Goodgame attended the Lake County Commission meeting and spoke in favor of the
traffic signal at North Hancock Road and Diamond Players Drive. The South Lake Historical Society will
have a dedication of the Schoolhouse on April 13 at 10:00am.
Council Member Mullins reported on the Citizens Oversight committee for Sales Tax, Lake Emergency
Medical Services Board and the Lake County Arts Council meetings
Council Member Van Wagner thanked Police Chief Broadway and Fire Chief Bishop for providing
positive recognition and expressed appreciation to staff. He commented on attending the Pig on the Pond
events over the weekend.

City Manager Gray thanked staff for providing support. There were more than 30,000 in attendance.

Mayor Turville advised the next item on the Agenda for consideration was the Consent Agenda and

City Manager Gray commented on item number 7. Rick Corbin and Nancy Clutts have been working with the
city on the visioning process. A rate of$35,000 was negotiated and proposed reducing it to $23,800. It was
suggested to work with the city in three phases. The first phase would include working with staff and the
community. The city would be billed by phase. City Manager Gray provided background information on Nancy
Clutts.
Council Member Goodgame moved to approve the consent agenda as amended; seconded
by Council Member Mullins. The motion passed with all members present voting aye.

UNFINISHED BUSINESS
Item No. 9 Red Light Camera Locations
City Manager Gray reported on discussion at the last meeting about reducing the number of red light
cameras. Police Chief Broadway and he reviewed the proposed red light camera locations. Staff suggested
a few options for consideration. The city is obligated to at least one camera per the contract which is valid
for 3 years. If there is no change, it would remain as the last Council action with the 24 cameras.
Mayor Turville opened the public hearing.
Wally Herda inquired if the state requires all cameras to be null and void Mayor Turville replied the city
would not be held responsible if the state stops the use of cameras
Jim Purvis, 4206 Hammersmith Drive, supports red light cameras and questioned the purpose on this
agenda.
Mayor Turville stated Council Member Goodgame requested this item on the agenda and staff suggested
a timed arrangement of phasing in the cameras
Charlene Forth,939 W. Desoto Street, spoke in opposition to red light cameras and supported a reduction
in the number of cameras.
Angie Langley, Consultant for American Traffic Solutions (ATS), clarified the League of Cities and the
Florida Police Chiefs Association supports red light cameras She noted it results in a safer community.
Bob Bowman,722 W.Montrose, suggested evaluating the data for future use.
Mayor Turville closed the public hearing
Council Member Goodgame would like to phase in as the contract allows.
City Manager Gray stated there are 20 cameras that can be installed soon and 4 cameras cannot be
installed until after the State Road 50 and Highway 27 intersection is complete
Council Member Goodgame noted he previously asked staff to work with the Florida Department of
Transportation (FDOT) to synchronize the amber lights City Manager Gray advised the guidelines from
FDOT were provided in the agenda packet.
